     Also present: Village Administrator Rudy Espiritu, Fire Chief Michael Kuryla, Police Chief Timothy Larem, and Public Works Superintendent Joe Wagner.

     9.1 Administration, Zoning and Technology (Chair –Trustee Graf-Stone; CoChair Trustee Hammar)

             9.1.1 Trustee Liaison Report – No report.

     9.2 Finance and Economic Development (Chair – Trustee Washington; CoChair Trustee Salemi)

             9.2.1 Trustee Liaison Report – Trustee Washington informed the Board that the final review of the plan with BDI has been completed. They are now working on the implementation process, once that is done it will be presented to the Board.

                      The draft Budget is being finalized and the plan is to present it at Budget workshop on February 19th. The Board should have a draft budget in their core packets for preparation of that meeting.

     9.3 Police and Property Maintenance (Chair – Trustee Salemi; Co-Chair Trustee Washington)

             9.3.1 Trustee Liaison Report – No report

             9.3.2 Discussion on the establishment of an Administrative Services Bureau in the Police Department as part of the FY 19 - 20 Budget

                       Police Chief Larem has updates to report on two separate initiatives: Red Light Cameras and Code Enforcement. Although the part-time code enforcement officer is doing her best, the code enforcement officer operating under the direction of the Chief of Police is both inefficient and inadequate. To ensure continued and increased success moving forward; additional resources, training and support are necessary. As the implementation of the Red Light system has progressed, the eventual need for an administrative infrastructure to support it has become apparent. This has also provided an opportunity to establish an Administrative Services Bureau in the Police Department that would administer the red-light camera program and provide the proper resources for code enforcement. In an effort to add additional resources to code enforcement without additional cost, is to reassign the Executive Assistant as the Code Enforcement Coordinator. The duties of the Executive Assistant will be split among existing administrative staff. The only new position to the Village budget in this reorganization is the Administrative Services Commander. All additional costs would be offset by the revenues from the red-light camera program.

                      Consensus by the Board on establishing an Administrative Services Bureau in the Police Department as part of the FY 19-20 Budget.

     9.4 Fire and Health (Chair – Trustee Grenier; Co-Chair Trustee Perez)

              9.4.1 Trustee Liaison Report – Trustee Grenier commends Fire Chief Kuryla for getting the extra man power this past cold week and the extra man power for tonight’s ice storm.

     9.5 Public Works and Utilities (Chair – Trustee Hammar; Co-Chair Trustee Grenier)

             9.5.1 Trustee Liaison Report – Trustee Hammar commends Public Works’ Superintendent Joe Wagner and his staff for a great job these past 10 days. They had and dealt with three water main brakes, equipment failures and went out to numerous resident homes and retail businesses to help with their broken water pipes. Although it is not necessarily their responsibility to assist, Superintendent Wagner and his staff extended their help to them. Trustee Hammar and the Board agree they have done a great job.

      9.6 Community and Intergovernmental Relations (Chair – Trustee Perez; CoChair Trustee Graf-Stone)

              9.6.1 Trustee Liaison Report – No report

10 Village President

     10.1 President’s Report

              10.1.1 02/09/2019 WCMC Legislative Breakfast @ 9:00 am, Elmcrest Banquets

              10.1.2 02/09/2019 – BYBA Registrations @ Village Hall, Bicentennial Room 11a.m.-3 p.m.

              10.1.3 02/19/2019 – Board Meeting @ 6:30 p.m.

                         President Lee will not be at the next Board meeting on 2/19//19 due to being out of town. Trustee Salemi will chair the next Board meeting. President Lee met with State Representative Welch and Administrator Espiritu. President Lee commented that it was a very good and positive meeting. They are working on a second billboard. Administrator Espiritu has done a very good job in planning that. In this new administration, State Representative Welch is going to represent this area very well. He has a good position in the economic forum in Springfield and he is looking for our long-term strategic plan, as well as all the other towns he represents.

11 Village Administrator - Administrator Espiritu informed the Board that although many schools and businesses were closed last week during the very cold days, the Village of Berkeley was open and all the employees came in prepared to serve the residents.
