PUBLIC TESTIMONY

PROPOSED RESOLUTION
REQUESTING A HEARING OF THE ZOOLOGICAL COMMITTEE FOR A REPORT FROM THE SENIOR STAFF OF THE CHICAGO ZOOLOGICAL SOCIETY CONCERNING CAPITAL INFRASTRUCTURE AT BROOKFIELD ZOO
WHEREAS, in 1919, Edith Rockefeller McCormick donated 83acres of land to the Forest Preserves of Cook County for the sole purpose of creating a large, modern zoological park. In 1921, the Chicago Zoological Society was formed at the recommendation of the Forest Preserves of Cook County to manage Brookfield Zoo, which opened its doors in 1934; and
WHEREAS, Brookfield Zoo is the most popular ticketed cultural destination in the Midwest, with over 2 million visitors every year. The zoo supports nearly 2,000 jobs and has generated over $670 million in labor income, over $1.5 billion in economic activity, and over $211 million in local, state and federal tax revenues over the past 10 years; and
WHEREAS, Brookfield Zoo provides crucial community programming, including early childhood natureplay activities, an elementary and junior high science program hosted at community libraries, and a High School program focused on STEM learning and college readiness. These programs serve mainly under resources communities and reach over 4,000 individuals every year; and
WHEREAS, Brookfield Zoo is an example of a successful public-private partnership. It is owned by the Forest Preserve District of Cook County and operated by the Chicago Zoological Society. The Zoo is an important and valuable asset of the Cook County Forest Preserve District; and
WHEREAS, the Cook County Forest Preserve District annually provides $14 million for the Chicago Zoological Society in support of its world-class operations; and
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby request that a meeting of the Zoological Committee be convened to discuss the status of capital infrastructure at Brookfield Zoo; and
BE IT FURTHER RESOLVED, that a member of the senior staff of the Chicago Zoological Society appear before the Committee and be prepared to update the Committee on Brookfield Zoo’s capital infrastructure.end

Summary: The Forest Preserves would like to exercise the second of two (2) one-year extension options to allow Bike and Roll Inc. to continue providing bicycle rental services at various Forest Preserves locations on a seasonal basis.
In 2018, 2,200 riders rented bicycles for 5,142 rides during the first year of the dockless expansion. During this second extension period, Bike and Roll Inc. will continue to provide a dockless bicycle rental program at fifty (50) Forest Preserve locations. If there are consumer demands, the Forest Preserves and the vendor may agree on additional locations and an increased number of bikes available for rental. The Forest Preserves anticipates issuing an RFP in 2019 for bicycle rental services.

Summary: The Forest Preserves requests authorization to enter into a contract with AT&T, to bundle telephone service into a program offered called Easy Rate. The Easy Rate program is recommended for telephone service primarily used for local calling and with relatively low usage. The new agreement will save the Forest Preserves approximately $163,180.00 annually. The term of the contract is for three-years.
As background, the Forest Preserves currently uses 241AT&T phone lines that are of older technology using a voice-grade telephone service employing analog signal transmission over copper lines. This service was installed primarily at remote locations, such as maintenance yards, fueling stations, aquatic centers, and campgrounds, which are not connected to the County-wide telephone system.
The Easy Rate program will be combined with the County’s existing Master Discount agreement (MDA) with AT&T to substantially reduce the cost per telephone line. With this new program, line rates will be reduced from an average of $91.62 per month to $35.20 per month after the MDA is applied.

Summary: The Forest Preserves owns real property with improvements known as the Miller Meadow Parking Lot (“Parking Lot”) in Maywood, Illinois. The Parking Lot currently has approximately 320 marked spaces available for parking and open to the public. Loyola University Medical Center (“Loyola”) is located at 2160 S. 1st Ave and is located across from the Parking Lot, and has requested use of said Parking Lot to provide overflow parking for its employees and students. The Forest Preserves previously entered into a one-year agreement to provide temporary parking for Loyola’s employees and students during their construction that recently concluded.
Loyola has now requested a longer term Parking Lot agreement with the Forest Preserves for their employees and medical students. The Forest Preserves requests authorization to extend the agreement with Loyola for an additional two-years. The fee for this agreement shall be a Parking Fee of $6,600.00 per month for 200parking spots. Loyola agrees to indemnify the Forest Preserves and maintain an insurance policy naming the Forest Preserves as an additional insured. Loyola’s access to the Parking Lot is limited to Monday through Friday from 6:00 am to 7:30 pm. Loyola will not be granted exclusive use of the Parking Lot and it shall continue to be available for use and benefit for the public.

When it Snows!
Cross-country skiing is a fun way to stay active during winter. Sagawau Nordic in Lemont is open daily from 9am - 4pm as long as conditions are skiable (frozen ground and 5” snow). Trails will be open and groomed as snow conditions permit and could include a late start or an early finish. Beginner ski lessons are offered on Saturdays at 9:30am for a fee; registration required. Snowshoes are available at all our Nature Centers
Snowshoes are available when snow is 4” or greater. Equipment is limited and is loaned with no charge on a first come, first serve basis. Driver’s license required.
