Village of Hillside President and Board of Trustees met Nov. 26.

Here is the minutes provided by the board:

The meeting was called to order at 7:30 P.M. by Mayor Joseph T. Tamburino. Board members and those present recited the Pledge of Allegiance to the Flag. The following members responded as present at roll call:

TOWN HALL MEETING:

Mayor Tamburino opened the Town Hall section of the meeting

Roger Romanelli, 4406 Madison, thanked Village Officials for the new LED street lighting. Mr. Romanelli submitted a his neighbors submitted a letter with ideas for neighborhood safety and some basic improvements to their area. Going forward they would like more speed limit signs on Warren, digital speed monitors, more street lights on Warren side streets, red tape around stop sign posts, streets in their area repaved in the spring, a traffic signal at Forest and Butterfield, and a new children's park at Warren and Granville.

Mr. Romanelli submitted another letter from his group of neighbors regarding public schools. They want the best public schools in America. The group feels private schools should not be advertised on our village website. Mr. Romanelli stated residents are paying public taxes for public schools and not to promote private schools, so the eleven private schools listed on the website should be removed. He also feels there should be an Education Commission that meets several times during the year. His group has met with District 88 and said the District does not have a strategic plan. He feels an Education Commission could be helpful in establishing such a plan.

Mayor Tamburino said the recommendations or ideas that Mr. Romanelli submitted will be submitted to the various committees on the Village Board for review. Mayor Tamburino continued some of these ideas will not be reviewed now because the budget process does not start until January. He also noted some items have been looked at in terms of upcoming projects. Mayor Tamburino said streets in the Oak Ridge area have been looked at as a project, the tape on stop sign poles will be done in the spring. The Village will also continue to work with Com Ed on lighting. The Mayor also stated that although the residents want additional street lighting, many times they do not want the poles on the parkway. This is something that is looked at annually.

Mayor Tamburino said the suggestions will be referred to committees. He said John Flood and Russ Wajda run the budget process. He continued the streets between Oak Ridge and Warren could be a couple of million dollars. We can't afford to do ali streets at one time which is why streets are done in sections.

Mayor Tamburino also said the Public Safety Committee Chairman, Marvin Watson, also chairs the Education Committee. Mayor Tamburino is not in favor of removing parochial school names from webpage. The information provided give residents an option. Mayor Tamburino opted to send his children to parochial school because of the small school environment.

Maria Rangel, 453 Melrose, said she has lived in Hillside over 30 years and has not seen any improvements in her area until the lately. She said people ask her what part of Hillside she lives in and feels her area is forgotten. She asked why can't every street be nice, why can't improvements be made to all areas not just certain areas. Mayor Tamburino said last time dead end streets and Warren were done was 2004, and the Oak Ridge section was done in 1996. Ms. Rangel said the streets in her area are in bad condition. She would like more than just patching the holes. Parks would be a nice improvement. She appreciates everything that has been done. Mayor Tamburino said we are looking at the 2019-2020 budget to see what can be done. M$. Rangel feels improvements should be made to last longer. Mayor Tamburino said we are also looking at getting the trucks off of the street in the area. Ms. Rangel also stated it is difficult to get on to Butterfield Road when turning left, because of the traffic and the church. She feels a stop light would help.

Mayor Tamburino said we have had negative results from the State of Illinois in the past regarding a stoplight at that location.

Jessica Nunez, 448 Geneva, would appreciate a park in her area because there is nowhere for the many children to play. She

doesn't feel safe letting her child play on the street because of speeding cars.

Pia Davis, 726 Hillside, said last week there was a meeting at District 87 on a proposal on what could be done to improve MacArthur and Sunnyside Schools or should a new school be built because they are overcrowded. While attending the meeting, she asked how the community was involved and was told they invited all municipalities within District 87. She continued the only representative there was the Mayor from Berkeley Mayor Tamburino said he didn't receive an invitation or he would have been there. She further commented that some changes were made last year. Ms. Davis added we need to participate because Hillside students attend these schools. She feels this is issue is divided and makes no sense to her that Berkeley is involved and Hillside is not. She said she is a taxpayer and expects her government forces to represent her.

Mş. Davis continued that children are not reading at levels they should be. She commended District 87 for involving the parents. Another meeting is being planned and we should be involved with what the plans are so our children get the best. Schools in Hillside should be up to par.

Mayor Tamburino replied that he is a participant with whatever the schools are trying to do. Mayor Tamburino said if he is invited he will be there for school meetings. Ms. Davis said she expects the elected officials to look at what takes place within public school system. She further stated if we don't have good schools people will not migrate here.

Mayor Tamburino said there is a group of Mayors that have met in the past with the schools. They worked to get the Math and Science Academy. Ms. Davis has concerns on how students are chosen to go to the Math and Science Academy. She feels if they are not chosen to go there, they don't get a top notch education.

Mr. Romanelli asked the Mayor if the committee of the council that interacts with schools meets publicly and if residents can participate? Mayor Tamburino replied that is up to the committee chairman, Trustee Watson. Mayor Tamburino added anyone can come in and talk with him or Trustee Watson. There are no secrets.

Mr. Romanelli asked if the Village would consider asking District 88 for a strategic plan for school district? Mayor Tamburino replied sure.

Mr. Romanelli further stated the village should be reaching out to the school districts and he suggested that perhaps Mr. Watson or someone else could call and find out when meetings are held.

Mr. Romanelli said the Mayor has stated his opinion regarding private schools on the website, also those that signed Mr. Romanelli's letter stated their opinion. He continued there is a big difference of opinion, so he is asking tonight that every Trustee go on record as to if they also support public tax dollars being used to promote private schools beyond Hillside on our taxpayer funded website.

Mayor Tamburino replied the bottom line is we want people to buy homes in Hillside and we want people to live here. We want the village to prosper. We have to offer at least contact information to people. Mr. Romanelli replied no. Mayor Tamburino told Mr. Romanelli this was the end of conversation. Mr. Romanelli said he made a humble request. Mayor Tamburino replied Roger didn't know what a humble request was. Mayor Tamburino continued to tell Mr. Romanelli to stop and again told him he was done.

Trustee Delgado commented he is not in favor of censoring our website and wants the residents to know everything that goes on in town. Where they can send their children is a service we provide to our residents. Residents are entitled to this information.

Trustee Watson stated, for the record, he supports having the private schools on the website.

Trustee Farries agreed with Trustee Delgado and said she saw nothing wrong with having options on the website and having information there.

Mayor Tamburino said people that move in ask for this information.

Mayor Tamburino went on to talk about his family and that he wanted his children in Catholic schools. His daughter taught in District 87 for twelve years and now teaches in Bolingbrook.

Maria Rangel spoke that her children would have had to go to District 88, but they attended St. Domitilla. She made the choice that they attend St. Domitilla it was difficult.

Mayor Tamburino also said he knows from experience that it is expensive to send children to private schools.

As there were no further comments from the floor, Mayor Tamburino entertained a motion to close the Town Hall Meeting.

So moved by Trustee Delgado, seconded by Trustee Farries. All voting aye, motion carried.

APPROVAL OF MINUTES :

Mayor Tamburino entertained a motion that minutes be accepted and approved from the Regular Board Meeting of October 22, 2018 with following correction: The meeting was called to order at

7:30 P.M. by Mayor Joseph T. Tamburino, not clerk Linda L. Gould.

Motion made by Trustee Farries, seconded by Trustee Watson. All voting aye, motion carried.

VILLAGE CLERK:

Clerk Gould reminded December Board of a Whole Meeting will be December 10, 2018 and the Regular Board Meeting will be December 17, 2018.

Clerk Gould presented the consent Agenda.

All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Board member so requests, in which event, the item will be removed from the Consent Agenda and considered a part of the Board Member's committee business.

Illinois Department of Revenue: Sales tax returns for month of 2018, in the amount of $404,996.94. Amount received for September, 2017, in the amount of $370,027.39.

Illinois Department of Transportation: Motor Fuel Tax allotment for the month of October, 2018, in the amount of $19,542.39.

Approval of gross payroll for periods October 13 through October 26, 2018, in the amount of $297, 499.98; October 27, through November 9, 2018, in the amount of $484,692.44; and November 10 through November 23, 2018, in the amount of $286,424.96.

Payment of bills for the month of November, 2018, in the amount of $960,296.38.

Com Ed: Utility tax for the month of August, 2018, in the amount of $39,393.95.

Nicor Gas: Utility Tax for the month of September, 2018, in the amount of $4,156.81.

Excise Tax for the month of September, 2018, in the amount of $21,487.94.

Trustee Watson commended Public Works on a great job with the snow removal. Mayor Tamburino also thanked Public Works for a good job with the snow removal.

VILLAGE ENGINEER'S REPORT:

Director Pisano reported for absent Engineer Peters that the Madison, Craig, Mueller and Raymond Street Project is complete as of last Friday. Two stop bars and pavement markings remain to be done and this may have to wait until spring due to weather.

Finance and Administration Committee:

Motion made by Trustee Farries, seconded by Trustee Watson, to approve membership dues for Illinois Municipal League membership, beginning January 1, 2019 and ending December 31, 2020, for the amount of $925.00.

Motion made by Trustee Walter, seconded by Trustee Watson, to approve payment of Pay Application 1 in the amount of $269,842.05 to Waukegan Roofing Company Inc., 252 Chaddick Drive, Wheeling, IL 60090, for work performed on the Hillside Fire Station Roofing Project.

Motion made by Trustee Walter, seconded by Trustee Watson, to approve proposal in the amount of $ 650.00 per service (provided bi-annually) from Waukegan Roofing, 1320 Gladstone Avenue, Waukegan, IL 60085, for bi-annual roof maintenance and inspection services at the Community Center located at 1 N. Lind Avenue, and authorizing Village Administrator to sign and execute same.

Motion made by Trustee Walter, seconded by Trustee Delgado, to approve final payment in the amount of $13,609.80 to Insituform Technologies USA, LLC, P.O. Box 674060, Dallas, TX, for work performed on the Buckthorn Sanitary Sewer Lining Project. This payment releases the remaining retainage on the project.

Motion made by Trustee Walter, seconded by Trustee Farries, to approve purchase of 2019 Ford F-450 Super Cab 4 x 4 with 9 stainless steel dump bed, hydraulic system, and 8 x' Western Pro snow plow in the amount of $61,761.50 from Roesch Ford, 303 W. Grand Avenue, Bensenville, IL 60106. The vehicle replaces the 2009 Ford F-250 which was incorporated into the Inspection Services Department and was budgeted in the Equipment Replacement Fund.

Motion made by Trustee Watson, seconded by Trustee Farries, to approve Ordinance 18-20, providing for the issuance of not to exceed $25,000,000 Tax Increment Revenue Refunding Bonds, Series 2018, and authorizing Mayor and clerk to sign and execute same.

Mayor Tamburino read Proclamation observing National Drunk and Drugged Driving Prevention Month - December, 2018.

Mayor Tamburino said as a Village we send our condolences to the families of the Police Office, Doctor and Pharmacist that were recently killed in Chicago. He continued domestic violence is something that does not go away. We have seen it in the Village of Hillside and we never forget.

Next Board-of-a-Whole Meeting to be held at 7:30 P.M. on Monday, December 10, 2018, in the Board Room of the Municipal Complex, 425 Hillside Avenue, Hillside, IL, 60162.
