City of Berwyn City Council met Aug. 28.

Here is the minutes provided by the Council:

1. The Regular Meeting of the Berwyn City Council was called to order by Mayor Lovero at 8:00 p.m. The following Aldermen responded present upon the call of the roll: Lennon, Ramirez, Reardon, Fejt, Santoy, Ruiz, Avila and Garcia.

2. The Pledge of Allegiance was recited. A moment of silence was given for the safety of the men and women protecting us on the streets of Berwyn.

3. The Open Forum portion of the meeting was announced. Alderman Lennon thanked everyone for their assistance with the Route 66 Auto Show and thanked Amy M. Crowther for her hard work and dedication for the past 10 years with the Berwyn Development Corporation. Alderman Ruiz announced a 6th Ward meeting for September 20th at 6:30 pm at the Italian-American Civic Organization. Alderman Avila thanked everyone for their support at the North Berwyn Park District 5K Run. Alderman Avila noted more than 700 runners and walkers participated and estimated that 65% of the participants were non-Berwyn residents.

4. Minutes for the following meetings were submitted: Committee of the Whole and the Regular Berwyn City Council of August 14, 2018. Thereafter, Avila made a motion, seconded by Fejt, to approve the minutes as submitted and place same on file for audit. The motion carried by a voice vote.

5. Mayor Lovero submitted a communication requesting the appointment of Wayne D. Sedore to the 9-1-1 Board for a two year term. Avila made a motion, seconded by Lennon, to concur and approve the appointment as submitted. The motion carried by a voice vote. Thereafter, Clerk Paul administered the Oath of Office.

6. Mayor Lovero submitted a communication requesting the appointment of Richard Leja to the 9-1-1 Board for a two year term. Avila made a motion, seconded by Ruiz, to concur and approve the appointment as submitted. The motion carried by a voice vote. Thereafter, Clerk Paul administered the Oath of Office.

7. Mayor Lovero submitted a communication requesting the reappointments of Tracy Cipriani and James Malizzio to the Auxiliary Review Board; each to serve a two year term. Avila made a motion, seconded by Reardon, to concur and approve the reappointments as submitted. The motion carried by a voice vote. Thereafter, Clerk Paul administered the Oaths of Office.

8. Mayor Lovero submitted a communication requesting the reappointment of Cynthia Hayes to the Library Board for a three year term. Thereafter, Lennon made a motion, seconded by Fejt, to concur and approve the reappointment as submitted. The motion carried by a voice vote.

9. Mayor Lovero submitted a communication requesting the reappointments of Queenie Costa, Susan Greenberg, Joel Oswald, Gil Pena, Joseph Schejbal and Amanda Venditti to the Berwyn Community Relations Commission; each to serve a three year term. Avila made a motion, seconded by Ruiz, to concur and approve the reappointments as submitted. The motion carried by a voice vote. Thereafter, Clerk Paul administered the Oaths of Office.

10. Alderman Santoy made a motion, seconded by Ruiz, to suspend the rules and bring forward agenda item I-1 from the Berwyn Police and Fire Commission and J-1 from Police Chief Michael Cimaglia. The motion carried by a voice vote.

11. Berwyn Police and Fire Commission submitted a communication requesting the appointment of Spencer J. Hill to the rank of Probationary Firefighter/Paramedic. Avila made a motion, seconded by Ruiz, to concur as submitted. The motion carried by a voice vote. Thereafter, Clerk Paul administered the Oath of Office.

12. Police Chief Michael Cimaglia submitted a communication asking to recognize the Berwyn Police Explorers. Avila made a motion, seconded by Fejt, to concur. The motion carried by a voice vote.

Thereafter, Mayor Lovero recognized Chief Cimaglia and residents of the 3500 block of Highland who had requested to be allowed to present the Police Explorers with a plaque recognizing their service, dedication and commitment to the community. Members of the Police Explorers stepped forward to receive the recognition.

13. The Zoning, Planning and Development Commission submitted a communication and ordinance entitled:

An Ordinance Approving Side Yard Setback Variations to Build a Single-Family Residence that Encroaches into the Side Yard Setbacks on Property Located within the C-1 Neighborhood Mixed- Use Zoning District, at the Address Commonly Known as 6535 W. 16th Street, Berwyn, Illinois – Jaime Garcia D/B/A Merriment Homes Inc. Thereafter, Ruiz made a motion, seconded by Lennon, to concur, adopt the ordinance as presented and authorize the corporate authorities to affix their signatures thereto. The motion carried by a unanimous roll call vote.

14. Alderman Reardon submitted the minutes of the Ad-hoc Sexual Harassment Policy Committee meetings held on May 7, 2018 and August 20, 2018. Thereafter, Reardon made a motion, seconded by Santoy, to accept as informational. The motion carried by a voice vote.

15. Alderman Reardon submitted a communication to recognize and thank South Berwyn District 100 summer school students, mentored and led by Youth Crossroads teenagers, Joel Wallen, Sandro Murillo, Berwyn Park District Executive Director Jeff Janda, and others for their help to design and paint art work on the walls of the CN underpass on Oak Park Avenue. Thereafter, Reardon made a motion, seconded by Garcia, to accept as informational. The motion carried by a voice vote.

16. Alderman Reardon submitted a communication requesting the reformat of the Accounts Payable report provided to City Council and requesting that the Finance Department to report back at the September 11, 2018 meeting. Alderman Ruiz requested that the matter be considered at the September 25, 2018 meeting. Thereafter, Reardon made a motion, seconded by Fejt, to refer the matter to the Finance Department and City Treasurer to draft a report for the Committee of the Whole meeting on September 25, 2018. The motion carried by a voice vote.

17. Alderman Santoy submitted minutes of the Budget and Finance Committee meeting held on August 8, 2018 along with Budget Improvements Ideas prepared by Finance Director Rasheed Jones. Thereafter, Santoy made a motion, seconded by Lennon, to accept as informational. The motion carried by a voice vote.

18. City Attorney Anthony Bertuca submitted a communication regarding the Settlement of Case No. 16 WC 011673. Thereafter, Avila made a motion, seconded by Lennon, to concur and approve for payment in the amount not to exceed $183,842.50. The motion carried by the following call of the roll: Yeas: Lennon, Ramirez, Fejt, Santoy, Ruiz and Avila. Nays: Reardon and Garcia.

19. Interim Library Director Tammy Sheedy submitted a communication requesting authorization to advertise and hire library staff to fill the vacancies of Administrative Assistant (proposed Office Manager) (40 hours), Head of Outreach (proposed Community Engagement) (40 hours), Library Assistant II – Youth Services (40 hours) and Library Assistant I – Circulation (20 hours). Thereafter, Lennon made a motion, seconded by Fejt, to concur and approve as submitted. The motion carried by a voice vote.

20. Assistant Finance Director Ben Daish submitted a communication regarding Third Party Collections and recommending that Council waive the seal bid process and authorize staff to execute a contract with Sonnenschein Financial Services (SFS) for a collection fee not to exceed 22% for one year term renewable by mutual agreement. On the question by Alderman Ramirez concerning the process staff used to choose SFS, discussion ensued. Thereafter, Ruiz made a motion, seconded by Santoy, to concur, waive the seal bid process and authorize the corporate authorities to enter into contract. The motion carried by the following call of the roll: Yeas: Lennon, Santoy, Ruiz, Avila and Lovero. Nays: Ramirez, Reardon, Fejt and Garcia.

21. Ruiz made a motion, seconded by Avila, to suspend the rules and bring forward Consent Agenda item K-10. The motion carried by a voice vote. Item K-10 is a recommendation for denial of Handicap Parking Application #1209 at 1820 S. Wesley. Thereafter, Ruiz made a motion, seconded by Fejt, to override the recommendation and approve a Drop-Off Zone. The motion carried by a voice vote.

22. The consent agenda with items K-1 through K-9 and K-11 through K-14 were submitted.

2. Payables: 8/28/2018 in the amount of $1,200,455.95

Thereafter, Avila made a motion, seconded by Ruiz, to concur and approve the Consent Agenda as submitted by omnibus vote designation. The motion carried by a voice vote.

23. Aldermanic Committees: Alderman Lennon called for an Outreach Committee meeting for Wednesday, September 5th at 6:30 pm.

24. There being no further business to come before the Council, Avila made the motion, seconded by Ruiz, to adjourn at the hour of 8:45 pm. The motion carried by a voice vote.
