City of Countryside Board of Trustees met July 10.

Here is the minutes provided by the Board:

On roll call there were present: President: Dominick Clerk: Punzo-Arias Trustees: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso.

Thereupon, President Dominick declared a quorum present and the meeting duly convened and requested that all present in attendance stand and join in the Pledge of Allegiance to the Flag.

On motion of Trustee Banks seconded by Trustee Cava, the minutes of the Regular Meeting held Tuesday, June 26, 2018 at 10:00 o'clock a.m., were approved, the reading being dispensed with, each member having received a copy.

Approval of Bills

On motion of Trustee Virruso seconded by Trustee Garcia, the list of bills itemized in Warrant #13, dated July 05, 2018, in the total amount of $2,447,805.31, the list of manual checks dated June 21 thru July 5, in the total amount of $43,820.33, and the list of online payments dated June 22 thru July 6, in the total amount of $0.00, were accepted, placed on file and approved for payment; action taken by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.

On motion of Trustee Garcia seconded by Trustee Cava, payroll (Estimated Corporale $1,449,720.24 & Library $29,034.66) was approved for the active employees listed on the printout dated 07-05-18; action taken by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso.

Nays: None.

Permits

On motion of Trustee Porod seconded by Trustee Garcia, permission was granted the American Veterans Kiwanis Club to solicit funds on Wednesday, September 19th through Sunday, September 23rd from 10:30 AM to 7:00 PM at the intersection of 16th Street & 618t Avenue.

On motion of Trustee Garcia seconded by Trustee Banks, the request submitted by Mary, Queen of Heaven Parish covering the use of Town owned property located at the northeast corner of 25th Street & Laramie Avenue for additional parking was denied. Per Town Code of Ordinances Section 106-428 entitled "Storage Prohibited"; motor vehicles are not allowed to be parked or stored on any surface that is not paved (The term "paved" means paved in concrete or bituminous concrete or asphalt).

On motion of Trustee Garcia seconded by Trustee Cava, permission was granted Our Lady of the Mount Parish to conduct their Parish Festival, which includes blocking of streets surrounding the church (24th Street between 61st Avenue and 61st Court) as follows:

Starting: Friday August 17th

6:00 p.m. to 10:00 p.m.Saturday August 18th

10:00 p.m. to 10:00 p.m. Ending: Sunday August 19th

10:00 a.m. to 10:00 p.m. (Set up may begin Friday, August 17th at 9AM, All festival activities will stop and close by 10 p.m.; streeis will remain close until Midnight for shutting down and clean up only.)

On motion of Trustee Virruso seconded by Trustee Porod, the Collector's Office Report ($2,530,884.82) and the Revenue Summary Report ($2,008,448.25) for the month of June/18, submitted by Fran Reitz, Collector, was accepted and placed on file; action taken by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.

On motion of Trustee Virruso seconded by Trustee Garcia, the Ordinance authorizing the lease of certain personal property (One (1) postage machine & software upgrade from Pitney Bowes) was accepted, placed on file and approved for passage by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.("O" 59-18)

On motion of Trustee Garcia seconded by Trustee Banks, the Ordinance granting a special use permit and parking variance for the operation of an auto mechanic shop at 5226 W. 26th Street, was accepted, placed on file and approved for passage by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.

Resolutions

On motion of Trustee Virruso seconded by Trustee Cava, the Resolution authorizing and approving a pre-litigation settlement and the execution of a settlement agreement with Timmie Jordan, was accepted, placed on file and approved for adoption by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.

On motion of Trustee Cava seconded by Trustee Virruso, the Resolution authorizing and approving the purchase of equipment (One (1) Z950M Commercial Ztrak Tractor from John Deere, in the total amount of $10,043.11) for the Public Works Department, was accepted, placed on file and approved for adoption by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.

On motion of Trustee Cava seconded by Trustee Porod, the Resolution authorizing the Town President to enter into an agreement with Kenia Ugalde to provide services to the Town (Health Department Dentistry Services), was accepted, placed on file and approved for adoption by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.

On motion of Trustee Virruso seconded by Trustee Garcia, the Resolution authorizing a certain advisory referendum to be placed on the ballot to be voted on at the general election to be held on November 6, 2018:

"In the event that the recreational use and sale of marijuana is legalized in the State of Illinois, should the Town of Cicero appropriate tax or other revenues it received from the sales of marijuana to increase funding for Cicero public schools?"

Yes/No

was accepted, placed on file and approved for adoption by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.

On motion of Trustee Porod seconded by Trustee Cava, the Resolution authorizing a certain advisory referendum to be placed on the ballot to be voted on at the general election to be held on November 6, 2018:

Yes/No

"Should the Town of Cicero request that the Illinois State Legislature, known as the General Assembly, create a homeowner's property tax exemption for longtime homeowners who have resided in their home for ten years or more, with no household income maximum?"

was accepted, placed on file and approved for adoption by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.

On motion of Trustee Virruso seconded by Trustee Garcia, the Resolution authorizing a certain advisory referendum to be placed on the ballot to be voted on at the general election to be held on November 6, 2018:

"In an effort to Keep Cicero Clean, should the Town of Cicero increase the current fines for littering in the Town of Cicero from the current minimum fine of $50.00 and maximum fine of $250.00 to a minimum fine of $200.00 and a maximum fine of $750.00?"

Yes/No

was accepted, placed on file and approved for adoption by the following vote: Ayes: Banks, Cava, Cundari, Garcia, Porod, Reitz, Virruso. Nays: None.

President Dominick opened the meeting to the public for their comments.

• Evelia Rodriguez, owner of Lobo Del Mar inquired on a possible parking variance.

• Blanca Vargas inquired on two (2) proposed referendums for the November election.

• Town Champlain Ismael Vargas invited all officials to attend the Day of Prayer event held later today at the Cicero Community Center.

Trustee Banks announced the twelve (12) Thailand Soccer players and their coach were rescued today.

Trustee Garcia invited all to attend the "Help Guatemala" fundraising event sponsored by the Town of Cicero Disaster Relief Committee to be held on Saturday, July 14th from 10 a.m. to 5 p.m. in the Cicero Community Center.

On motion of Trustee Virruso seconded by Trustee Porod, the board then stood adjourned at 10:24 a.m. to meet on Tuesday, July 24, 2018 at 10:00 A.M., in the Town Hall, Town of Cicero.
