Village of Western Springs General Government Committee met May 3.

Present:

Electronic Attendance at Meeting: There was none.
Chair Tymick called the General Government Committee meeting to order at 6:00 p.m.
1. Public Comment
There were no public comments.
2. Approval of Minutes
Chair Tymick moved, seconded by Cornmittee Member Tyrrell, to approve the minutes of April 9, 2018 as amended.
3. Theatre of Western Springs Liquor License Request
Theatre of Western Springs Director Eddie Sugarman provided the committee with an overview of their planned "Midsummer Night's Celebration? which is a fund raising event for the Theatre. The event will be held June 30, 2018 between the hours of 6:30 p.m. and 11:00 p.m. This event is very similar to past Taste of the Arts events which were conducted with no problems reported. The committee discussed the event logistics including the indoor and outside venues, food and drink, and entertainment (including live music). The committee will present the Theatre's request for a class 'T' license to the Board at the May 7 workshop meeting with approval slated for May 21, 2018.
4. St. John of the Cross Liquor and Raffle License Request
David Bennett presented a request for a liquor and raffle license from St. John of the Cross Parish (SJC) for their June 21- 24, 2018 Family Festival. This will be the seventh annual Family Festival. The majority of the layout, activities and hours are similar to past years. Mr. Bennett noted there will be some new food offerings that involve bringing in some new vendors and one food truck on each day of the event.
A slight change to the layout was proposed which flips the kitchen/grill and beverage areas. Parishioner Brian King, Hinsdale's Chief of Police, is in charge of security for the Fest and has been in contact with Chief Budds. A Class 'T' special event liquor license, a temporary use permit to allow a carnival and a raffle license request are included with the request. With no objections from the committee, the requests will be presented at the Board meeting scheduled later in the evening for approval later in May.
s. Small Cell Legislation
Attorney Jurusik provided the committee with information on Senate Bill 1451, which creates the Small Wireless Facilities Deployment Act which was signed into law on April 12, 2018. The Act has the primary goal of allowing the telecommunications industry to roll out a 5G telecommunications network in the next several years with minimal input by local governments regarding the placement of small cell installations. To comply with the Act, Attorney Jumsik is drafting a code amendment ordinance that regulates small cell installations within the Village. His firm is also drafting an application form specific to small cell permit requests and a pole attachment agreement for small cell installations on municipal infrastructure. The Board will be updated on the need for this ordinance and as soon as the draft ordinance is available, it will be presented to the Board for their review and recommended adoption.
6. Public Safety Employee Benefits Act (PSEBA)
Attomey Jurusik presented a draft ordinance to the committee which amends Village Code to add PSEBA Benefit Administration with regard to administrative procedures for assessing and determining claims under the Public Safety Employee Benefits Act. The committee discussed the merits of adopting this ordinance and concurred with this modification. The Board will be apprised of this ordinance at the May 7, 2018 with the committee' s recommendation to adopt this ordinance at the May 21, 2018 Board meeting.

The next General Government Committee meeting will be held on Thursday, June 4, 2018 at 6:00 p.m.

The motion passed on a roll call vote.
