Oak Park Township Board of Trustees met February 13.

Call To Order And Roll Call:
Supervisor Keenan called the meeting to order at 7:05 p.m. On the call of the roll the following were present: Supervisor Clarmarie Keenan, Trustees Ade Onayemi, Eric Davis, Michelle Mbekeani-Wiley and Clerk Gregory White. Township Manager Gavin Morgan and Attorney John Garofalo were also present. Trustee Margaret Trybus was absent.
Public Comments:
Elector Frances Kraft expressed concern upon being informed that contracted funding for District 97 school programs could cease due to the new focus of the Youth Services Committee for the coming grant cycle. Her concern is for the possible negative impact that a lack of funding would have on current participants in the programs. Trustee Davis, liaison to the YSC, told her that funding recommendations are still in the discussion phase with the Youth Services Committee and that final recommendations have not yet been decided. Once they have, they will be considered by the Town Board.
Approval Of Consent Agenda:
Trustee Onayemi moved to approve the Consent Agenda, including the Minutes of the January 23, 2018 Regular Board of Trustees Meeting, and Township bills for the period January 18 through February 8, 2018. Trustee Mbekeani-Wiley seconded the motion which passed unanimously.
Approval Of Housing Forward Contract:
Trustee Onayemi moved to approve the Service Agreement Between Oak Park Township And Housing Forward, in the amount of $25,000 over five quarters, to fund Emergency Assistance to Oak Park residents to support the Township’s goal of homelessness prevention. Trustee Davis seconded the motion which passed unanimously. A copy of the agreement is attached to and made a part of these minutes.
Approval Of Resolution For Bank Account Signatory:
Trustee Davis moved to approve RES. 2018-01: An Authorized Signatory For Township Bank Accounts, a copy of which is attached to and made a part of these minutes. Trustee Onayemi seconded the motion which passed unanimously.
Approval Of Agreement With Community Bank For Cdars Investment:
Trustee Davis moved to approve the Cdars Deposit Placement Agreement And Custodial Agreement with Community Bank of OPRF, a copy of which is attached to and made a part of these minutes. Trustee Onayemi seconded the motion which passed unanimously.
Approval Of Township Sexual Harassment Ordinance:
Manager Morgan shared a draft of a proposed Ordinance establishing a policy to prohibit sexual harassment for Oak Park Township. The draft was based on a model ordinance suggested by the Township Officials of Illinois and reviewed by Township Attorney John Garofalo. After discussion, Trustee Onayemi moved to approve ORDINANCE 2018-01: An Ordinance Establishing A Policy To Prohibit Sexual Harassment In The Township Of Oak Park, Illinois, a copy of which is attached to and made a part of these minutes. Trustee Wiley seconded the motion which passed unanimously.
Discussion Items:
Board members received an engagement letter from Sikich LLP regarding a proposal for auditing services for Oak Park Township for the next fiscal year.
A report from the Collaboration For Early Childhood for the period April 1, 2017- December 31, 2017 regarding progress and data collection was shared with Board members. Discussion included the amount funded to the Collaboration from the Township and other local taxing bodies.
Supervisor’s Report:
Supervisor Keenan reported on topics discussed at the most recent Council of Governments Meeting. Senior Services Director Pamela Mahn was the speaker at the most recent League of Women Voters Meeting; Ms. Mahn and her staff also were commended for serving lunch to 39 senior diners during the heavy snows on February 9. All Township offices and services were available to residents that day. The Supervisor and Manager requested Board members’ input for rescheduling the Strategic Planning Meeting, which was canceled due to inclement weather on February 10.
Township Manager’s Report:
Manager Morgan reported that the Oak Park YMCA is developing a health program for seniors in cooperation with West Suburban Medical Center, and consideration is under way for Township transportation assistance. Manager Morgan and Human Resources Director Felita Wilson will each be present at Senior Services Offices each Thursday. Finally, he has discussed the potential for a multigenerational playground in the community with the Park District of Oak Park.
Clerk’s Report:
Clerk White reported the following items to the Board:
• To date, only one proposed referendum has been submitted for the April 10 Annual Town Meeting. Deadline for submission is March 1.
• Township staff has noted an increase in voter registrations and are assisting deputy registrars with turning in registrations and obtaining supplies. The Clerk is also assisting in seeking more judges of election for the March 20 Primary Election.
• Copies of County Clerk David Orr’s Democracy Update were shared with Board members.
Brief Reports:
• The General Assistance Report was shared with Board members.
• Youth Services Committee: Trustee Davis, liaison to the YSC, reported that 19 applications for contract funding have been submitted, with recommendations to be presented at the next YSC Meeting. Written copies of the Youth Services Director’s Report were given to Board members.
• A Director’s Report Summary from Senior Services Director Pamela Mahn was shared with Board members.
• Community Mental Health Board: Trustee liaison and CMHB member Ade Onayemi reported that funding grants to local agencies are being discussed and evaluated.
Remembrance: Nancy C. Follett:
Clerk White noted the passing of Former Township Supervisor Nancy C. Follett (1973- 1981). The Board commended Mrs. Follett for her community service to Oak Park, and her instrumental role in developing Township services in the areas of senior services, youth services, and mental health.

The next meeting of the Oak Park Township Board of Trustees will be a Regular Board of Trustees Meeting at 7:00 p.m. Tuesday, February 27, 2018, at the Oak Park Township Hall, 105 S. Oak Park Ave., Oak Park, IL.
