Village of Schiller Park President and Board of Trustees met February 15.

Here is the minutes provided by the Board:

I.Call To Order:

President Nick Caiafa called the meeting to order at 7:10 p.m.

II. Pledge Of Allegiance

III. Roll Call:

Upon a call of the roll by the Village Clerk, the following Elected Officials were:

Present: President Nick Caiafa, Trustees: Moses Diaz, Russ Klug, Joan Golembiewski, Tom Deegan, Robert Lima, Catherine Gorzynski, and Village Clerk Rosa Jos

Absent: None President Caiafa declared a quorum present.

Also present: Joe Montana, Corporate Counsel, Brad Townsend, Village Manager, Brian Bursiek, Rob Romo, Chief Tom Fragakis, Chief Peter Chiodo, John Komorowski, John Bealer, Mario Jos, and Jim Goumas

IV. Swearing In/Presentation:

None.

V. Approval Of Minutes: Trustee Golembiewski moved, seconded by Trustee Klug that the Minutes of the Regular Board Meeting of February 1st, 2018 be approved.

Upon roll call the following voted:

Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: None

Nay: None

President Caiafa declared the motion carried.

VI. Public Member Wishing To Be Heard:

No one to be heard.

VII. Consent Agenda For Consideration And Action:

The President and the Board of Trustees unanimously consented to take a single Roll Call Vote on several items grouped together for voting purposes under the designation "Omnibus Vote”.

Village Clerk Jos read aloud the items on the Consent Agenda. Trustee Deegan moved, seconded by Trustee Diaz to approve the items on the Consent Agenda, as read.

1. MCD 9-1-1 Center Report Omnibus Vote

2. Community Development Report Omnibus Vote

3. Fire Department Report Omnibus Vote

4. Public Works Report Omnibus Vote

5. Thank you to: SP Fire Department, from: Broadview Fire Department Omnibus Vote

6. Community Center Request from Gift From the Heart for March 4th, 2018 Omnibus Vote

Upon roll call the following voted:

President Caiafa declared the motion carried.

VIII. Discussion And Action Items:

1. The Village Manager reported on the following items:

a. 1-294 Tollway Improvement plan - Is moving forward.

b. Grants and projects – The Village is stepping up efforts to obtain outside money.

c. Community Development Department updates.

d. Revenue Audits.

e. The Police, Fire, and Community Development Departments have been working on enforcing life safety and building code issues.

f. Employee Safety Committee - Administration department is focusing on how employees use equipment, drive vehicles and carryout other tasks while on the job.

g. Exelon/ComEd – The 1st phase of the Smart Grid modernization program is nearly complete.

h. New Businesses Opening in Town - Mass VR, a virtual reality gaming facility, and Chasers Sports Bar and Grill.

i. HVAC - Emergency replacement HVAC unit on Village Hall.

j. PACE Shelters - This transit agency is recommending covered shelters at 3 concrete pad locations.

k. Snow Plowing - The streets department has started using Weather Sentry® forecasting and tracking service that has been made available to us through the 9-1-1 Municipal Consolidation Dispatch Center.

1. A delegation of officials showed their support to a neighboring organization at the Grand Corridor Chamber of Commerce 73rd Annual Installation and Awards Dinner.

2. Public Works Superintendent Mario Jos reported on the challenging snow removal operations due to the 9 days of continuous snowfall.

3. Police Chief Fragakis gave an update on the Police Department activities.

4. John Bealer gave an update on the leaky roof at Village Hall. He also reported on winter programs that the Recreation Department offers.

5. Brian Bursiek gave a reminder about the Blood Drive.

6. Fire Chief Peter Chiodo reported on several Fire Department Happenings.

7. Trustee Diaz thanked Public Works for a wonderful job with the snow plowing over the continuous 9 days of snowfall.

8. Trustee Klug also thanked Public Works for the snow removal.

9. Trustee Lima thanked everyone involved in snow removal. He pointed out that the Ordinance regarding Panhandling in Schiller Park is a good idea. Lima stressed to the residents to exercise caution, and sympathy regarding those that a

fortunate than we are and that are asking peaceably.

10. Trustee Gorzynski also commented on the Ordinance regarding Panhandling. The Ordinance is a way to address people that are knocking on doors, more aggressive, and have shady stories.

11. Fire Chief Chiodo said that they are working on cleaning up the Mass Notification database. If anyone would like to update their information, such as adding a cell phone number, removing a landline that is no longer in service, or updating a changed number. This can be done on the Village Website on the Fire Department page or by searching “Mass Notification” in the Village Website search bar.

12. Village Clerk Jos reported the Primary Election dates and Events. She also shared her experience of riding on a plow truck with the Public Works Superintendent.

IX. Committee Reports For Consideration And Action:

A. Public Works (Streets, Water, Storm Water, Engineering, Fleet/Building Maintenance) Chr. Diaz, Klug, Golembiewski

1. Motion to ratify payment to General Mechanical in the amount of $19,300.00 for the purchase and installation of a new Carrier 48TC 15-ton rooftop Heating Ventilating and Air Conditioning Unit.

Trustee Diaz moved, seconded by Trustee Deegan to ratify payment to General Mechanical in the amount of $19,300.00 for the purchase and installation of a new Carrier 48TC 15-ton rooftop Heating Ventilating and Air Conditioning Unit.

B. Recreation (Parks, Special Events, Senior Services, Library) Chr. Klug, Lima, Golembiewski

1. Trustee Klug reported on a few items regarding the Historical Society. He also mentioned that the Gift from the Heart Foundation has requested permission to use the Schiller Park Community Center for their planned Fundraiser.

C. Community Development (Planning. Zoning, Health, Building, Environment, and Transportation) Chr. Golembiewski, Gorzynski, Lima

1. Motion to adopt an Ordinance of the Village of Schiller Park, Cook County, Illinois, Adding a New Chapter 121 to Title XI of the New Millennium Code of the Village of Schiller Park to Regulate Panhandling in the village.

Trustee Golembiewski moved, seconded by Trustee Klug to adopt Ordinance No. 18-4048 being “An Ordinance of the Village of Schiller Park, Cook County, Illinois, Adding a New Chapter 121 to Title XI of the New Millennium Code of the Village of Schiller Park to Regulate Panhandling in the Village.”

Upon roll call the following voted:

Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: None

D. Public Safety (Police, Fire, Emergency Management, 911, and EMS) Chr. Deegan, Diaz, Gorzynski

1. Motion to Adopt an Ordinance of the Village of Schiller Park, Cook County, Illinois, Amending Chapter 73 of Title Seven of the New Millennium Code of the Village of Schiller Park Providing for Parking Restrictions on the East Side of 25th Avenue Between Irving Park Road and Soreng Avenue.

Trustee Deegan moved, seconded by Trustee Lima to adopt Ordinance No. 184047 being “An Ordinance of the Village of Schiller Park, Cook County, Illinois, Amending Chapter 73 of Title Seven of the New Millennium Code of the Village of Schiller Park Providing for Parking Restrictions on the East Side of 25th Avenue Between Irving Park Road and Soreng Avenue."

Upon roll call the following voted:

Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: None

Nay: None

President Caiafa declared the motion carried

E. Administration/Finance (Human Resources, Insurance, Bills, Legal) Chr. Lima, Diaz, Deegan

1. Motion to approve the current List of Bills in the amount of $677,314.42, including non-recurring payments to the following vendors:

a. HR Green - Engineering Services for Delta Lift Station

b. Northern Illinois Police Alarm Systems - Annual Dues and Assessment

c. General Mechanical Services – Purchase and Installation of HVAC Unit Village Hall

Trustee Lima moved, seconded by Trustee Diaz to approve the current List of Bills in the amount of $677,314.42.

Trustee Klug inquired about the sewers cleaning and televising changes. According to Rob Romo, the changes included an unpaid invoice from 2016.

Mayor Caiafa explained the invoice approval from HR Green regarding the Delta Lift Station.

President Caiafa declared the motion carried.

2. Motion to approve an Addendum to the Agreement with Veritas, workers compensation claims adjuster, in the amount of $1,600.00 for services to comply with the federal Medicare laws and reporting requirements.

Trustee Lima moved, seconded by Trustee Klug to approve an Addendum to the Agreement with Veritas, workers compensation claims adjuster, in the amount of $1,600.00 for services to comply with the federal Medicare laws and reporting requirements.

President Caiafa then appointed the following:

It was moved by Trustee Lima, seconded by Trustee Diaz that the Board of Trustees consents to this appointment:

XII. Executive Session:

Trustee Golembiewski moved, seconded by Trustee Klug to adjourn into Executive Session in compliance with the Open Meetings Act, pursuant to Sec. 2-C-5 Property Matters and Sec. 2-C-1 Employment Matters.

Upon roll call the following voted:

Aye: Trustees: Diaz, Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: None

Nay: None

President Caiafa declared the motion carried.

The President and Board of Trustees adjourned to Closed Session at 7:50 p.m.

Reconvene:

At 9:17 p.m. following the Closed Session, the President reconvened the public portion of the Meeting.

Upon a call of the roll by the Village Clerk, the following Elected Officials were:

With no further business to conduct, it was moved by Trustee Lima, seconded by Trustee Gorzynski that the Regular Board Meeting be adjourned.
