Village of Stickney Board of Trustees met February 20.

Here is the minutes provided by the Board:

The Board of Trustees of the Village of Stickney met in regular session on Tuesday, February 20, 2018, at 7:04 p.m. in the Stickney Village Hall, 6533 W. Pershing Road, Stickney, Illinois.

Upon the roll call, the following Trustees were present:

Trustees Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Trustee Milenkovic moved, duly seconded by Trustee Hrejsa to approve the minutes of the previous regular session on Tuesday, February 6, 2018.

Upon the roll call, the following Trustees voted:

Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Absent: None

Mayor Walik declared the motion carried.

Trustee White moved, duly seconded by Trustee Savopoulos that the bills, approved by the various committees of the Board, be approved for payment, and to approve warrants which authorize the Village Treasurer to draw checks to pay the bills, to be signed by the authorized signers, as provided for by the Ordinances of the Village of Stickney.

Upon the roll call, the following Trustees voted:

Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Absent: None

Mayor Walik declared the motion carried.

Prior to the vote, Treasurer Paul Nosek provided a summary indicating the source of funds used to pay the bills and the totals to be approved.

Corporate Fund: $90,695.97

Motor Fuel Tax Fund: $3,910.64

Badge Fund: $0

Water Fund: $12,578.14

Police Pension Fund: $133,418.64

Treasurer Paul Nosek explained that there were two transfers out of the Police Pension Fund. The Police Pension Board already approved it.

Trustee Savopoulos moved, duly seconded by Trustee White to Pass and Approve Ordinance 2018-04, “An Ordinance Amending Chapter 14, Section 14-303 of Municipal Code, Village of Stickney, Illinois Regarding Vehicle Stickers”

Upon the roll call, the following Trustees voted:

Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Absent: None

Mayor Walik declared the motion carried.

Prior to the vote, Mayor Walik explained that all seniors, veterans and disabled people will get free village stickers no matter how many cars. Prior to this they were checking disabled background and seniors and allowed one car only and then it was $2, $5, or $7. This ordinance is just the beginning of updating of our ordinances. There are many more to come.

Trustee White moved, duly seconded by Trustee Hrejsa to Pass and Approve Ordinance 2018-05, “An Ordinance Amending Article II, Chapter 62, Section 62-31 of the Municipal Code, Village of Stickney, Illinois Regarding Garage Sales”

Upon the roll call, the following Trustees voted:

Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Nays: None

Absent: None

Mayor Walik declared the motion carried.

Prior to the vote, Trustee Torres explained that we updated the ordinance. Instead of waiting 14 days to get your permit, you will get it in three or four days. There will be a village-wide garage sale July 28 & 29. It will be the last Saturday and Sunday in July. Watch for more information in the newsletter. There will be no permits required for the village-wide garage sale.

Trustee Kapolnek moved, duly seconded by Trustee Torres to grant permission to Misericordia to conduct their Jelly Belly Candy Days Solicitation in Stickney on Friday, April 27 and Saturday, April 28.

Mayor Walik declared the motion carried.

Trustee Milenkovic moved, duly seconded by Trustee Savopoulos to grant permission to Stickney-Forest View Little League to hold their annual parade in the Village of Stickney on Saturday, May 12, 2018 at noon.

Upon the roll call, the following Trustees voted:

Ayes: Trustee Hrejsa, Kapolnek, Milenkovic, Savopoulos, Torres and White

Mayor Walik declared the motion carried.

Mayor’s Report: Mayor Walik remarked on the free vehicle stickers. He thought it was wonderful. We will be revising more ordinances as we go along. Some of the ordinances are as much as twenty-five years old. Some are police. Some are fire, or just some of our regular ordinances. Deputy Police Chief Rich Jaczak will be explaining the combined dispatch at the March 6 meeting. It is getting very close now. We have agreements going. Nothing is in writing, no contracts yet. We are at the phase of getting it together. The Deputy Chief has been working on this issue for 2 1⁄2 years. The Mayor then thanked Public Works for the great work they did with the snow. There was 18 inches of snow moved in a day and a half. The streets, sidewalks, alleys and all of Pershing Road were cleaned to get people moving back and forth in the village.

Clerk’s Report: Clerk McAdams gave a report on the early voting schedule. She referred people to a calendar of early voting dates she made available in the lobby. The clerk then informed people of a possible question that will appear on the ballot in November. The question will ask voters Yes or No: “You would support the legalization of possession and use of marijuana by persons who are at least 21 years of age, subject to regulation and taxation that is similar to regulation and taxation of tobacco and alcohol?”

Trustee Reports: Trustee White informed the audience that Treasurer Paul Nosek will begin getting our budget together. We would like to have our budget squared away at the beginning of our fiscal year. In the past it was put together in August or September. We are going to get on track this year. Paul will begin meeting with department heads beginning next week.

Trustee Savopoulos announced that the Zoning Board met this evening at 6:00 p.m. They approved a text amendment that had to do with the definition of regulations regarding the considerations of subdivisions in the village. The other one had to do definitions and regulations for short-term-rental properties in the single family district. They went back to the lawyers. As soon as we get a final draft, we will put it on the agenda.

Trustee Milenkovic mentioned on how to reduce your property taxes. He received many unsolicited proposals in the mail. He went over to our Stickney Township Assessor’s office where they filled out paperwork to contest his assessment.

The Mayor added in that the new vehicle stickers will be ordered shortly. It is going to be a picture of our police department with the new stairs.

Trustee Torres informed us that there will be a “Tween” Easter Egg Hunt for kids 10 to 14 on Friday Evening on March 23. The regular Easter Egg Hunt will be for kids zero to 9 years of age on Saturday, March 24.

Trustee Hrejsa is waiting for the Parks and Recreation committee to get together to finalize plans for the Easter Egg Hunt. The Easter Bunny will attend both sessions.

Department Reports:

Police Chief Dan Babich announced that we be hiring two new patrol officers during the month of May to attend the police academy giving us a total of 16 full-time police officers. These numbers do not include the chief and deputy chief. This will allow the department to have one officer to work truck overweight enforcement on behalf of the village. We are in the process of putting our new police department manual together with the Lexipol Company. We do it on line once a week on Wednesdays. It covers use of deadly force, housing a prisoner, transporting or anything concerning running a police department. It is over 600 pages. We do 1 to 2 hour presentation on line with other departments throughout the state. We go through each section of the manual. We just covered use of deadly force. Next we will deal with the mentally ill. We should get 80% of it done by mid-June. By July it will be totally completed. In addition Officer Ciccone, one of our new officers who had twenty years with Lyons where he did evidence. Once he finishes his training within the next three months, we will have him take over our evidence room. He will do all the processing to bring it up to where it should be. This will include inventory. Anytime a new chief comes in you should automatically do your evidence. If anything would go wrong, it would go wrong in the evidence room. That is where a lot of chiefs lose their job. That is why we come in and do an inventory on all the property. Another interesting piece of information was given concerning police department traffic enforcement. We have booted over 57 vehicles bringing in the amount of unpaid parking ticket fines to $58,500 in lost revenues.

Treasurer Paul Nosek told us that our credit card payment vendor through the State of Illinois will finally accept Visa. He thought it would be by March 1. That was the only credit card we couldn’t take.

Public Works Supervisor Joe Lopez notified us that during the last nine days we received twenty inches of snow. He was grateful to the board for purchasing the new equipment. He informed us that one of the big trucks broke down and they couldn’t get salt in the back. They were only able to use the plow. The smaller truck broke down electrically and had to be towed away. We worked four days straight. People complained about parking. Some complained about rollover snow on driveways. He adjusted the blade but it didn’t help. We will help you in any way they can. The alleys were done twice because everyone needs to get to work. They mayor mentioned that they were short two guys.

There being no further business, Trustee White moved, duly seconded by Trustee Savopoulos that the meeting be adjourned. Upon which the Board adopted the motion at 7:24 p.m.
