Village of Schiller Park President and Board of Trustees met January 4.

Here is the minutes provided by the Board:

I.Call To Order:

President Nick Caiafa called the meeting to order at 7:06 p.m.

II. Pledge Of Allegiance

III. Roll Call:

Upon a call of the roll by the Village Clerk, the following Elected Officials were:

Present: President Nick Caiafa, Trustees: Russ Klug, Joan Golembiewski, Tom Deegan, Robert Lima, Catherine Gorzynski, and Village Clerk Rosa Jos

Absent: Trustee Moses Diaz President Caiafa declared a quorum present.

Also present: Joe Montana, Corporate Counsel, Brad Townsend, Village Manager, Brian Bursiek, Paul Flood, Rob Romo, Rich Trent, John Komorowski, John Bealer, Mario Jos, Joe DeSimone, Mike Cesaretti, and Jim Goumas

IV. Swearing In/Presentation:

None

V. Approval Of Minutes: Trustee Klug moved, seconded by Trustee Golembiewski that the Minutes of the Regular Board Meeting of December 21st, 2017 be approved.

Upon roll call the following voted:

Aye: Trustees: Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: Trustee Diaz

Nay: None

President Caiafa declared the motion carried.

VI. Public Member Wishing To Be Heard: No one to be heard.

VII. Consent Agenda For Consideration And Action:

The President and the Board of Trustees unanimously consented to take a single Roll Call Vote on several items grouped together for voting purposes under the designation "Omnibus Vote". Village Clerk Jos read aloud the items on the Consent Agenda. Trustee Deegan moved, seconded by Trustee Lima to approve four of the items on the Consent Agenda, as read.

3. Reports Finance Omnibus Vote

4. Reports Parks and Recreation Omnibus Vote

Upon roll call the following voted:

President Caiafa declared the motion carried.

VIII. Discussion And Action Items:

1. Mario Jos gave Public Works statics in regards to main breaks for this winter thus far, and with the frigid weather upon us he gave tips on how to avoid indoor broken pipes.

2. Trustee Deegan complimented the hard working Village staff that have endured the extreme winter climate to assure the safety of the Schiller Park residents.

3. Trustee Lima recognized the Public Works department for a job well done, particularly with the snow removal. He shared positive reviews and appreciation on behalf of himself and residents regarding how great the Schiller Park streets looked.

4. Trustee Lima asked Finance Director Rob Romo for an update on the parking tax increase and the about conducting an audit on parking lots and hotels. The Finance Director will have more information on the subject at a later date.

5. Trustee Gorzynski also complimented Public Works on a job well done with the snow removal. She shared positive reviews that she received from numerous people.

6. The Mayor Complimented the Public Works Department employees on all the hard work they do, primarily with main breaks and snow removal.

7. Antonio Duran gave a brief update on the Konica Minolta project that he has been working on with each department head.

1. Motion to approve the current List of Bills in the amount of $374,807.18, including the following non-recurring payments: $8,966.42 Final payment to Konica Minolta for Village scanning project.

Trustee Lima moved, seconded by Trustee Klug to approve the current List of Bills in the amount of $374,807.18.

The Mayor initiated a discussion for clarification on the current bills list in regards to payments to ComEd/Constellation New Energy Inc. Trustee Lima complimented everyone that authorizes payments for the Village on a job well done cutting down expenses to keep the bills list down.

1. A Resolution Authorizing the Disposition of Certain Village Property.

Trustee Klug moved, seconded by Trustee Golembiewski to adopt Resolution No. 01-18 being "A Resolution Authorizing the Disposition of Certain Village Property."

Upon roll call the following voted:

Aye: Trustees: Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: Trustee Diaz

Nay: None

President Caiafa declared the motion carried.

2. An Ordinance of the Village of Schiller, Cook County, Illinois Approving a Policy to Prohibit Sexual Harassment and Establish Procedures to Report Such Behavior.

Trustee Lima moved, seconded by Trustee Golembiewski to adopt Ordinance No. 18-4041 being "An Ordinance of the Village of Schiller, Cook County, Illinois Approving a Policy to Prohibit Sexual Harassment and Establish Procedures to Report Such Behavior."

Upon roll call the following voted:

Aye: Trustees: Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: Trustee Diaz

President Caiafa declared the motion carried.

3. An Ordinance of the Village of Schiller Park, Cook County, Illinois, Amending Chapter 110 of Title Eleven of the New Millennium Code of the Village of Schiller Park Regarding Unlicensed Games of Chance.

Trustee Klug moved, seconded by Trustee Gorzynski to adopt Ordinance No. 18-4042 being "An Ordinance of the Village of Schiller Park, Cook County, Illinois, Amending Chapter 110 of Title Eleven of the New Millennium Code of the Village of Schiller Park Regarding Unlicensed Games of Chance."

Upon roll call the following voted:

Aye: Trustees: Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: Trustee Diaz

Nay: None

President Caiafa declared the motion carried.

4. An Ordinance of the Village of Schiller Park, Cook County, Illinois, Amending Ordinance Number 17-4007.

Trustee Deegan moved, seconded by Trustee Golembiewski to adopt Ordinance No. 18-4043 being "An Ordinance of the Village of Schiller Park, Cook County, Illinois, Amending Ordinance Number 17-4007."

Upon roll call the following voted:

Aye: Trustees: Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: Trustee Diaz

Nay: None

President Caiafa declared the motion carried.

5. An Ordinance of the Village of Schiller Park, Cook County, Illinois Authorizing

a Handicapped Reserved Parking Space at 9443 Kelvin Lane.

Trustee Gorzynski moved, seconded by Trustee Golembiewski to adopt Ordinance No. 18-4044 being "An Ordinance of the Village Of Schiller Park, Cook County, Illinois Authorizing a Handicapped Reserved Parking Space at 9443 Kelvin Lane."

Upon roll call the following voted:

Aye: Trustees: Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: Trustee Diaz

President Caiafa declared the motion carried.

6. An Ordinance of the Village of Schiller Park, Cook County, Illinois Authorizing a Handicapped Reserved Parking Space At 9418 Kelvin Lane.

Trustee Klug moved, seconded by Trustee Gorzynski to adopt Ordinance No. 18-4045 being "An Ordinance of the Village of Schiller Park, Cook County, Illinois Authorizing a Handicapped Reserved Parking Space At 9418 Kelvin Lane."

Upon roll call the following voted:

Aye: Trustees: Klug, Golembiewski, Deegan, Lima and Gorzynski

Absent: Trustee Diaz

President Caiafa declared the motion carried.

XII. Executive Session:

Trustee Golembiewski moved, seconded by Trustee Deegan to adjourn into Executive Session in compliance with the Open Meetings Act, pursuant to Sec. 2-C-1 Employment Matters.

Upon roll call the following voted:

Absent: Trustee Diaz

Nay: None

President Caiafa declared the motion carried.

The President and Board of Trustees adjourned to Closed Session at 7:24 p.m.

Reconvene:

At 7:48 p.m. following the Closed Session, the President reconvened the public portion of the Meeting.

Upon a call of the roll by the Village Clerk, the following Elected Officials were:

With no further business to conduct, it was moved by Trustee Lima, seconded by Trustee Klug that the Regular Board Meeting be adjourned.

President Caiafa declared that the Motion carried and this Regular Board Meeting was adjourned at 7:49 p.m.
