Village of North Riverside Board of Trustees met November 20.

Here is the minutes provided by the Board:

Mayor Hermanek called the meeting to order with a Pledge of Allegiance and a Roll Call. In attendance were Trustee Bianco, Trustee Czajka, Trustee Demopoulos, Trustee Flores, Trustee Mengoni and Trustee Sarro.

Others in attendance were Attorney Hayes, Administrator Belmonte, Finance Director Scarpiniti, Police Chief Niemann, Deputy Chief Garcia, Public Works Director Kutt, Recreation Director Mrozik and Fire Chief Basek.

Approval Of Agenda:

Trustee Bianco moved seconded by Trustee Mengoni to approve the agenda for this meeting as presented. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None. Motion Carried

Cash Receipt Report:

Trustee Mengoni moved and Trustee Bianco seconded to accept the Cash Receipt Report for the month of October, 2017 in the amount of $1,766,894.42. Roll Call Vote:

Ayes Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Appoval Of Minutes:

Trustee Czajka moved, seconded by Trustee Bianco to approve the November 6,, 2017 Village Board Meeting Minutes as presented. Roll Call Vote:

Report Of Trustees:

Trustee Bianco- ( Water, Sewers, Drainage & Zoning)

Trustee Bianco read a memo from Karyn Byrne, Code Enforcement Representative, as follows:

A public hearing of the Zoning Board of Appeals (ZBA) was held on October 17th for the purpose of hearing requests for variances from owners or representatives of the subject properties. The following is a summary of the hearings and recommendations from the ZBA.

7921 W. Cermak Road: The petitioner is seeking a variance to the sign ordinance for purpose of erecting a changeable copy ground sign that exceeds the maximum square footage allowed.

The petitioner first presented his petition for a sign variance to the ZBA on March 28, 2017. Testimony was presented by the petitioner, along with a concept drawing of the sign he wished to erect on the property. After questions from members of the ZBA and members of the audience, it was agreed that the hearing would be postponed. to a later date, at which time the petitioner would have a representative from the sign company available to answer questions.

Staff me with the petitioner prior to the October hearing to discuss the dimensions and design of the proposed sign. Staff advised that she could not recommend approval of the variance based on the language in the sign ordinance. As a result of the meeting, the petitioner reduced the height of the proposed sign from 25 feet to 17.6 feet and from a maximum square footage of 600 square feet to 306 square feet. The petitioner presented the amended drawings to the ZBA at the October 17th meeting. He also brought his attorney and a representative from the sign company to the hearing as requested by the ZBA at the March 28th hearing. After hearing testimony from the petitioner, his representatives and two residents from the condominium buildings directly south of 7921 W. Cermak Road, the board voted unanimously to approve a variance to Section 12.24.030.A.3 and Section 12.21.050.G.3, allowing for a changeable copy ground sign, exceeding the maximum square footage allowed, to be erected on property in compliance with all other codes and ordinances of the Village of North Riverside.

2243 S. 7th Avenue: The petitioner is seeking a variance to the required five foot side yard setback applicable to carports on lots of 50 feet in width. The petitioner did cause or permit a carport, a framed roof over a patio and a shed to be constructed on the property without first obtaining a permit from the Village. The carport and shed were constructed within the required setback for accessory structures, excluding fences and driveways.

Staff provided the ZBA members with a history of the property since it was purchased by the petitioner in 2013. She further advised of other properties in the area that have carports, which satisfied zoning requirements. The petitioner did not speak at the meeting, but instead had her mother present testimony on behalf of the request for a variance. After a question and answer session between members of the ZBA and mother of the petitioner, the board voted unanimously to deny a variance to Section 6.02(H1).

Trustee Bianco moved and Trustee Mengoni seconded to concur with the Findings & Recommendations of the Zoning Board of Appeals to approve a variance to section 12.24.030.A.3 and Section 12.24.050.G.3 to allow a changeable copy ground sign at 7921 W. Cermak Road. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Trustee Bianco moved and Trustee Sarro seconded to concur with the Findings & Recommendations of the Zoning Board of Appeals to deny the variance to Section 6.05(H1) to build a carport within the required setback at 2243 S. 7th Avenue. Roll Call Vote:

Ayes: Trustees Bianco, Czajka, Demopoulos, Flores, Mengoni, Sarro

Nays: None Motion carried

Trustee Bianco also submitted the Brookfield-North Riverside Water Commission Meeting Minutes and Agenda from the October 11th Meeting with the Clerk's Office.

Trustee Czajka- (Judiciary, Ordinances, Recreation)

Trustee Czajka read the following Recreation report:

The Parks and Recreation Department would like to thank all those that came out to our annual Turkey Bingo. We had nearly 250 in attendance. It's always the perfect way to kick off the holiday season.

We invite you all to join us for the Mayor's 1st Annual Tree Lighting Ceremony on Wednesday, November 29th at 6pm in front of the Village Commons. We will have hot chocolate, a Riverside-Brookfield High School Jazz Quartet, a visit from Santa and so much more.

Mayoral Report:

Mayor Hermanek read a letter from Ed Durec Water Operator as follows:

On January 16, 2017 the Illinois House and Senate Approved State Bill SB 0550 requiring all schools in the State of Illinois to test for lead in water used for cooking and drinking. On October5, 2017, the North Riverside Water Department assisted Komarek School with their collection of their samples. Each water fountain and sink requited 2 samples. The first had to be a first draw sample with water sitting for at least 8 hours. The second draw was taken 30 seconds later. Every sample taken came back with undetectable lead in the water. The Village also tested the sinks and drinking fountains within the Village Commons used for cooking and drinking and those results also came back with undetectable amounts of lead. These results have been forwarded to the Illinois Department of Public Health as required by the Bill that was passed.

Mayor Hermanek announced that on December 3rd Illinois will celebrate its 199th Birthday. The Illinois Bicentennial Flag Raising Ceremony will be on December 4th at noon by the flag poles between the Fire and Police Departments. A lunch will follow in the Commons Gym.

Mayor Hermanek presented Chief Niemann and Chief Basek with a plaque and congratulated them both on their retirements.

Trustee Mengoni moved, seconded by Trustee Bianco to approve the list of bills submitted for this meeting totaling $112,842.64 and to have them paid out of proper funds when such funds become available. Roll Call Vote:

Nays: None. Motion carried
