Here is the minutes provided by the Board:

Call to Order:

President Gattuso called the meeting to order at 7:00 p.m.

Pledge of Allegiance:

President Gattuso asked everyone to stand for the Pledge of Allegiance

Roll Call:

Present: President Paul Gattuso, Trustees Angelo Calcagno, Carl Celestino, Sherby Miller, Frank Perry, Nick Steker, Tom Yurkovich

Also Present: Village Clerk Stan Kolodziej, Attorney Michael Durkin, Police Chief Steven Stelter, Fire Chief Jim Adams, Consultant Jay Dalicandro, I.T. Manager Greg Hribal, Public Works Director Robert Lewis, Community Development Director Melissa Headley

Public Comments and Questions:

Ms. Jean Klotter questioned why the Village Board meeting packet is no longer posted on the website. Mr. Dalicandro answered that there are certain topics that would have to be removed before posting on a public website.

Consent Agenda:

A. Approval of the Record of Bills ending 09-12-2017 in the amount not to exceed $967,640.58

Active Agenda:

A.An Ordinance Amending Chapter 2.12 Entitled "Board of Trustees" of Title 2. Entitled "Administration and Personnel" of the Westchester Municipal Code

The Ordinance would eliminate the Committee of the Whole Meeting. Trustee Steker and Trustee Calcagno expressed concerns and President Gattuso suggested Tabling the vote until the next Board Meeting

President Gattuso asked for a motion to Table the Vote

Trustee Yurkovich motioned, Seconded by Trustee Calcagno to Table the Vote

B. A Resolution Ratifying the Village of Westchester's Withdrawal From the Intergovernmental Risk Management Agency for the Coverage Year Beginning January 1, 2018

A discussion ensued as to whether the Village seriously wanted out of IRMA. Mr. Dalicandro and Mr. Durkin gave their opinions pro and con followed by input by Trustee Steker and President Gattuso.

President Gattuso called for a Motion to approve the Resolution

Attorney Durkin advised that the Board would have to waive the COW Requirements

Motion by Trustee Miller, Seconded by Trustee Perry to Waive the COW Requirements.

Motion to Approve item B of the Active Agenda Passed by Acclamation

C. A Resolution Advising and Consenting to the Appointment of Gregory Faust as a Member of the Economic Development Committee

President Gattuso asked for a Motion to Approve the Resolution

Attorney Durkin advised the Board to Waive the COW Requirements

D. A Resolution Authorizing the Termination of a Professional Services Agreement Between the Village of Westchester and Azavar Technologies Corporation

Discussion: Mr. Dalicandro informed the Board that this Agreement is an old contract and that the Village is not dissatisfied with the Services of Azavar but merely wants to update the provisions of the Contract.

President asked for a Motion to Approve the Resolution

Attorney Durkin advised the Board to Waive the COW Requirements

Motion by Trustee Yurkovich, Seconded by Trustee Calcagno to Waive the COW Requirements

Manager's Report:

Mr. Dalicandro is scheduling a workshop for the Board. He suggested October 3" but Trustee Steker had a conflict so October 17" was suggested and approved.

Attorney Durkin had nothing to report.

Trustee Perry reported on the 'Business Bookkeeping' event held at the Westchester Library. About 15 attendees and all were pleased with the presentation.

Trustee Miller presented information concerning helping victims of Hurricane Harvey and Irma. If anyone wants further details contact Trustee Miller

Trustee Calcagno informed the Board that Proviso West High School has a new Principal. She is working out details to schedule a Meet and Greet for the Community. Trustee Calcagno will provide further details as they unfold.

Trustee Celestino reported that the Metropolitan Water Reclamation District will be conducting a tour of the Hodgkins Deep Tunnel Facility on October 15th.

Village Clerk Kolodziej complimented Public Works Department workers on the removal of a tree from his neighbor's property. They did a very professional job.

Also, Clerk Kolodziej complimented the Fire Department for taking time to interact with residents in the Community.

Police Chief Stelter reported that he will appear on Fox News Wednesday morning to promote a Special Olympics event.

Fire Chief Adams asked that if anyone would like to purchase a T-shirt for Breast Cancer Awareness Month to let him know.

Public Works Director Lewis reports that the PW Department received a new Chipper to replace the old one which is 20 years old. He also reported that the FOG (Fats, Oil and Grease) program is underway.
