Cicero Township Board met Aug. 22.

Here is the minutes provided by the Board:

The Board of Trustees of the Town of Cicero met Tuesday, August 22, 2017 at 10:00 A.M., in the Town Hall Council Chambers, Town of Cicero.

On roll call there were present: President: Dominick Clerk: Punzo-Arias Trustees: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Thereupon, President Dominick declared a quorum present and the meeting duly convened and requested that all present in attendance stand and join in the Pledge of Allegiance to the Flag.

On motion of Trustee Raleigh seconded by Trustee Porod, the minutes of the Regular Meeting held Tuesday, August 8, 2017 at 10:00 o'clock A.M., were approved, the reading being dispensed with, each member having received a copy.

PRESENTATION

On motion of Trustee Reitz seconded by Trustee Raleigh, the Resolution honoring longtime resident Stacia Pikul on her 101* Birthday was accepted and placed on file.

On motion of Trustee Virruso seconded by Trustee Banks, the list of bills itemized in Warrant #16, dated August 21, 2017, in the total amount of $2,470,669.22, the list of manual checks dated July 27 thru August 16, in the total amount of $33,072.80, and the list of online payments dated July 28 thru August 16, in the total amount of $0.00, were accepted, placed on file and approved for payment; action taken by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

On motion of Trustee Raleigh seconded by Trustee Garcia, payroll (Estimated Corporate $1,420,846.08 & Library $26,521.21) was approved for the active employees listed on the printout dated 08-16-17; action taken by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

RESOLVED, that the list of medical claims listed on the printout for the month of

July/2017, prepared by Blue Cross & Blue Shield of Illinois, in the total amount of $1,285,668.75, be accepted, placed on file and approved for payment.

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

RESOLVED, that the life and accidental death & dismemberment insurance premium for the month of September/2017, prepared by Dearborn National, in the total amount of $5,155.55, be accepted, placed on file and approved for payment.

Which was on motion of Trustee Garcia seconded by Trustee Porod, approved by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

RESOLVED, that the stop loss insurance policy premium for the month of September/2017, prepared by Symetra, in the total amount of $27,180.20, be accepted, placed on file and approved for payment.

Which was on motion of Trustee Porod seconded by Trustee Virruso, approved by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

BLOCK PARTY PERMITS

On motion of Trustee Garcia seconded by Trustee Raleigh, the following block party permits were approved at the following locations; approval contingent upon compliance of town ordinances:

On motion of Trustee Raleigh seconded by Trustee Porod, permission was granted Cicero Fire Fighters Local 717 to conduct their annual Muscular Dystrophy Association "Fill the Boot" fundraiser on September 9th, 16th & 23rd from 10:00 AM to 1:00 PM at various intersections throughout the Town.

On motion of Trustee Raleigh seconded by Trustee Porod, permission was granted Cicero Mexican Cultural Committee to conduct their annual Mexican Independence Day Parade, Sunday, September 17th, 2017 at 12:00 PM (Noon) to 2:00 PM on designated route as agreed.

On motion of Trustee Porod seconded by Trustee Raleigh, permission was granted City View Multicare Center to hold an Outdoor Picnic Event on Saturday, August 26th, 2017 from 12:00 PM (Noon) to 4:00 PM; as an alternative rain date. Permission was also granted to block off the side street on 58th Court from Cermak just to the alley (behind the facility).

On motion of Trustee Raleigh seconded by Trustee Banks, permission was granted St. Anthony of Padua Church to host a 5k race on Saturday, September 16th, 2017 from 9:00 AM to 11:00 AM on the route designated by the Superintendent of Police.

ORDINANCES

On motion of Trustee Virruso seconded by Trustee Raleigh, the Ordinance authorizing the Town President to renew a license agreement with Accurate Felt & Gasket Manufacturing Co. (Allowing the use of Toun ounced property located at 5100 W. 33rd Street & 5128 W. 33rd Street), was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. \Nays: None.

(“O” Ꮾ4-17)

On motion of Trustee Porod seconded by Trustee Raleigh, the Ordinance authorizing

and approving the purchase of certain equipment (HPE DL380 779559-S01 Server and other related IT equipment from PCM/Tiger Direct at a total cost of $11,590.00 for the Toun.

Clerk's Office & Police Department), was accepted, placed on file and approved for passage by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Raleigh seconded by Trustee Garcia, the Ordinance granting a special use permit and parking variance for the operation of a long-term employment staffing agency at 6049 West 26th Street, was accepted, placed on file and approved for passage by the following vote:

Nays: None.

On motion of Trustee Virruso seconded by Trustee Garcia, the Ordinance granting a special use permit and parking variance for the operation of a cellphone retail and repair store at 5718 West Cermak Road, was accepted, placed on file and approved for passage by the following vote:

Nays: None.

RESOLUTIONS

On motion of Trustee Garcia seconded by Trustee Raieigh, the Resolution authorizing the Town President to enter into a reimbursement agreement with Steve's Car Wash for the Town (For the environmental remediation of underground storage tanks at 6100 W. Ogden Avenue as described in Exhibit 'A'), was accepted, placed on file and approved for adoption by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Virruso seconded by Trustee Raleigh, the Resolution authorizing the Town President to enter into an agreement with MJD Consulting Inc. to provide consulting services to the Town's Department of Senior Services was accepted, placed on file and approved for adoption by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Raleigh seconded by Trustee Garcia, the Resolution authorizing the Town President to enter into an agreement with Midco Inc. to provide services to the Town (For maintenance and other services to ensure the proper operation of the Town's system of security cameras and related equipment), was accepted, placed on file and approved for adoption by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

On motion of Trustee Virruso seconded by Trustee Banks, the Resolution authorizing the Town President to enter into an agreement with Rapid Rehab of Illinois Ltd. to provide services to the Town (Therapeutic services, including physical therapy evaluations, treatment and rehabilitation of Town employees following work related injuries), was accepted, placed on file and approved for adoption by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

On motion of Trustee Virruso seconded by Trustee Porod, the Resolution authorizing the Town President to enter into an agreement with Suburban PT Inc. to provide services to the Town (Therapeutic services, including physical therapy evaluations, treatment and rehabilitation of Town employees following work related injuries), was accepted, placed on file and approved for adoption by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

On motion of Trustee Garcia seconded by Trustee Reitz, the Resolution authorizing and approving the settlement of litigation and the execution of a settlement agreement in the case of Wanda Colon, As Administrator of the Estate of Cesar Munive, deceased v. Town of Cicero et al. (Case No. 2012 CV 5481), was accepted, placed on file and approved for adoption by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

On motion of Trustee Virruso seconded by Trustee Porod, the Resolution authorizing and approving the settlement of litigation and the execution of a settlement agreement in the case of P. Santiago v Town of Cicero, (Case No 2016 WC 005991), was accepted, placed on file and approved for adoption by the following vote:

Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso.

Nays: None.

NEW BUSINESS

On motion of Trustee Banks seconded by Trustee Porod, the Board concurred with the recommendation of Town staff and consultants to award the Town Hall Vehicle Accident Repairs (general repair uork) to Restore Construction in the amount of $37,247.95 and (glazing uindow replacements) to Star-Tech Glass Inc. in the amount of $10,260.20, was accepted, placed on file and action taken by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

President Dominick opened the meeting to the public for their comments.

Citizen comments: None Town Collector Reitz announced that Trustee Raleigh was celebrating his birthday.

On motion of Trustee Virruso seconded by Trustee Garcia, the board adjourned at 10:46 A.M. to meet in Executive Session.

On motion of Trustee Virruso seconded by Trustee Garcia, the board reconvened at 11:35 A.M. to Open Session.

On motion of Trustee Raleigh seconded by Trustee Porod, the minutes of the Executive Session held Tuesday, August 8, 2017, were accepted and approved.

Executive Session agenda item #13-A was for informational purposes only.

On motion of Trustee Reitz seconded by Trustee Virruso, the town attorney was authorized to negotiate a settlement per terms discussed in Executive Session relative to Agenda Item #13-B "Stockstill v. Town of Cicero"; action taken by the following vote: Ayes: Banks, Cundari, Garcia, Porod, Raleigh, Reitz, Virruso. Nays: None.

No discussion was held relative to Executive Session Agenda Item #13-C.

On motion of Trustee Virruso seconded by Trustee Garcia, the board then stood

Adjourned at 11:36 A.M. to meet on Tuesday, September 12, 2017 at 10:00 A.M., in the Town Hall, Town of Cicero.
