Village of Berkeley Board met August 15.

Here is the minutes provided by the Board:

1 President Lee called the meeting to order at 6:30 pm.

Also present: Village Administrator Rudy Espiritu, Assistant Village Administrator Brandiss Martin, Finance Director Laurie Hayes, Fire Chief Mike Kuryla, Police Chief Phil Smith, Superintendent Joe Wagner and Village Attorney Jim Binninger.

4 Presentations and Appointment

4.1 Scholarship Awards

4.1.1 Cindy Noguera – Cindy will be attending UIC and will be pursuing a career in Dentistry.

4.1.2 Thomas J. Billus – Thomas will be attending Triton and then will attend DePaul University to pursue a career in Information and Technology.

9 Committee Reports

9.1 Administration and Technology (Chair – Trustee Stratton; Co-Chair Trustee Washington)

9.1.1 Trustee Liaison Report – No report

9.1.2 Monthly Report-Administration

9.1.3 Discussion on the Five-Year Financial Forecast for the General Fund - Village Administrator Rudy Espiritu gave the Board a quick review of the Five-Year Financial Forecast for the General Fund. The General Fund is expected to have a negative balance in four years and steps will have to be taken to address that issue. Village Administrator Rudy Espiritu will meet with Board members and Department Heads individually to discuss issues, concerns and recommendations. President Lee would like this to be revisited every two months or more if needed.

9.1.4 Motion to Approve a Resolution Relating to Participation by Elected Officials in the Illinois Municipal Retirement Fund (IMRF)

9.2.1 Trustee Liaison Report – No report

9.2.2 Monthly Report- Finance – Trustee Salemi informed the Board that what was presented before the Board (5 yr. Financial Forecast), what interest we are receiving, the banks we use for diversify investments, as well as Gaming Report.

9.3 Building, Zoning, and Property Maintenance (Chair – Trustee Washington;

9.3.1 Trustee Liaison Report – No report

9.3.2 Monthly Report- Building and Code Enforcement

9.4 Public Safety and Health (Chair – Trustee Salemi; Co-Chair Trustee Grenier)

9.4.1 Trustee Liaison Report – Trustee Salemi informed the Board that we are looking into an agreement with Republic Bank for an ATM within our lobby for the convenience for our residents where they could bank and use to pay tickets. We will be completely serviced and maintained by Republic Bank.

9.4.2 Monthly Report-Police Department

9.4.3 Monthly Report-Fire Department

9.5 Public Works and Water (Chair – Trustee Grenier; Co-Chair Trustee Stratton)

9.5.1 Trustee Liaison Report – Trustee Grenier thanked Superintendent Joe Wagner and his crew for the nice job they did at the picnic. They kept the park clean the whole day.

9.5.2 Monthly Report-Public Works

9.5.3 Motion to Approve a Resolution of the Village of Berkeley, Cook County, Illinois for the Purchase of 525 Tons of Road Salt Not to Exceed $30,691.50

9.6 Community and Intergovernmental Relations (Chair – Trustee Perez; Co- Chair Trustee Graf-Stone)

9.6.1 Trustee Liaison Report – Trustee Perez thanked everyone for their help at the Picnic. All the vendors that participated at the Picnic were very happy and all would like to come back next year. Tomorrow we will go over what was done at our summer events this year and discuss what we can do better for next year. Please share any ideas you may have. We have one more event, Movie at the Park on September 15th. (A reschedule due to rain). The Movie at the Park showing La La Land was very well attended and everyone enjoyed themselves. UCP Seguin of Greater Chicago at Berkeley would like to get involved in the community. He will be meeting with them to discuss some ideas as to how they can get involved.

10 Village President

10.1 President’s Report – Entire Summer programs went very well, thanks to Jerry, Sherry, all the Board members and staff. Thanks to the Park District as well.

10.2 Upcoming Events

10.2.1 08/16/2017 –Congressman Danny Davis Town Hall Meeting @ 7 p.m.

10.2.2 08/18/2017 – School District 87 will host Back to School Event 4:30

p.m.-5:30 p.m. at McArthur Sunnyside School grounds

10.2.3 09/04/2017 – Village Hall Closed for Labor Day

10.2.4 09/05/2017 – Board Meeting @ 6:30 p.m.

10.2.5 09/06/2017 – Flood Control Project Open House @ 6 p.m.

11 Village Administrator Rudy Espiritu

11.1 Invest in Cook Grant Award - $342,000 for Proviso Drive

Village Administrator Rudy Espiritu informed the Board that the staff applied for a grant through the Cook County for the Proviso Drive project in the amount of $185,000 and they awarded $342,000. The reason for the large amount is because they would like to do Proviso Drive all the way through Melrose Park. We will be meeting with Melrose Park to partner with us. We will be applying for additional funding to hopefully have this project fully funded.

11.2 Strategic Planning Survey - Village Administrator Rudy Espiritu reminds the Board to complete the survey which is due on Friday, August 18.

12 Village Attorney – No report

13 Public Comments and Questions

James Johnson, 1502 N. Lee Blvd. was asking for some clarity on the fees for overnight parking tickets.

No Executive Session took place. No action taken.
