Western Springs Park Board of Commissioners met June 13.

Call to Order

Vice President Chen called the meeting to order at 7:00 pm

Minutes:

A. May 9, 2017 Regular Meeting

Motion: Commissioner Stoltz moved to approve the May 9, 2017 Regular Meeting Minutes, seconded by Commissioner Krull. Voice Vote: 5-Ayes, 0-Nays All in Favor, Motion Carried.

Citizens To Be Heard – Brad Walse, Resident introduced himself to the Board of Commissioners and voiced his concerns about the posting of information regarding the seasonal fertilization of the grass at the Parks in Western Springs. He also spoke about his concern with the new fields at Spring Rock Park. Discussion from Board Members and Executive Director Robinson about these two items continued and communication of the fertilization to residents will be updated.

Financial Report The May Financial Report was presented to the Board by Executive Director Robinson.

Motion: Commissioner Stoltz moved to approve the May Financial Report, seconded by Commissioner Krull. Voice Vote: 5-Ayes, 0-Nays All in Favor, Motion Carried.

Village of Western Springs Sheila Hansen, Village Trustee, reported that things are in process with the water situation with the Village of Western Springs. Other updates will be given to the Park District Board when available. Tracy Alden, Director of Recreation gave his Recreation Department updates. He stated that the Summer Programs were underway this week. The tennis tournament went well this past weekend. Court #2 on the West set of courts at Spring Rock Park has a crack on it. Springdale Concert is tomorrow. Also, the Recreation Fall book information is due in on July 5. Lastly, Director Alden asked about using some space in the maintenance closet at Springdale Park for field maintenance equipment.

Park Use Applications – None

New Business Prevailing Wage – Ordinance 2017-5 The Park District is required to adopt an ordinance determining prevailing wage on an annual basis. The provisions of the Prevailing Wage Act are mandatory. The Act does not apply to employees of the Park District. It does apply to independent contractors with respect to public works. The purpose of the Act is to assure that such persons are paid the “prevailing wage.” Staff recommends abiding by the Prevailing Wage Act set forth by the State of Illinois Department of Labor.

Motion: Commissioner Krull moved to approve and adopt Ordinance #2017-5 Prevailing Wage Act for a period of June 1, 2017 to May 31, 2018, seconded by Commissioner Zeitler. Roll Call Vote: 5-Ayes, 0-Nays, 2 Absent All in Favor, Resolution Carried

Old Business Recreation Department Merge Update Executive Director Robinson stated that they are in the early stages and meetings regarding the merge with the Recreation Department. Western Springs Service Pool Update Executive Director Robinson gave an update to Commissioners about the Service Pool. There was a meeting with the Service Pool Board and President Dallavo, Commissioner Stoltz and Executive Director Robinson. Information is being gathered from the Service Pools insurance company for the Park District. There are no audited financials from the Service Pool. Commissioner Krull brought up discussion regarding if things did not go well with the Service Pool, what some options would be for the space. Executive Director Robinson said there will be more information for the July meeting. Bench Park Appraisal Executive Director Robinson informed the Board that the appraisal for Bench Park came in at $77,000.00.

Matters from Executive Director

• Introduction of Summer Intern Ella Filippini.

• OMA for Commissioner Stoltz.

• Pickle Ball courts are in the process of being constructed.

• Laidlaw Playground fencing is up and weekly pictures and updates will be posted to the Park District website and Facebook.

• Spring Rock Park Playground equipment is being updated and the new Bid process will happen within the next couple of weeks.

• Board Members are invited to the Schaumburg Boomers Baseball game on July 6. It is Western Springs Community Night and all residents are encouraged to buy discounted tickets and come out for a great time.

Matters from Commissioners – Commissioner Krull commented that the shrubs and planting around the park signs looks good. Commissioner Stoltz commented that the ExoFit equipment has had good results so far. Commissioner Zeitler asked about the rule with regards to smoking in the parks.

Motion: Commissioner Zeitler moved to adjourn the regular meeting at 8:22 pm, seconded by Commissioner Stoltz.
