General Government Committee met June 2.

Here is the minutes provided by the Committee:

Present:

General Government Committee Chair Tymick, General Government Committee Member Tyrrell, and Deputy Manager Vellane

Electronic Attendance at Meeting: There was none.

Chair Tymick called the General Government Committee meeting to order at 9:15 a.m.

Agenda Items:

l. Public Comment

There were no public comments.

2. Approval of Minutes

Chair Tymick moved, seconded by Committee Member Tyrrell, to approve the minutes of May 8, 2017 as read.

3. Prevailing Wage Ordinance

Deputy Manager Vellane presented information regarding prevailing wage approval and publication requirements which is a housekeeping item. Illinois law requires all public bodies to ascertain the prevailing wages for laborers, workers and mechanics employed on public works projects. This ordinance must be approved by the Village Board in June. In addition, the ordinance must be published in the local papers and must be filed with the Illinois Department of Labor by July 15, 2017.

The Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works project no less than the current "prevailing rates of wages" in the county where the work is performed. These rates do not apply to the employee wage rates of the Village of Western Springs. The Cook County prevailing wage rates were provided. Chair Tymick moved, seconded by Tymick to present the draft ordinance to the Board on June 12 with approval intended for June 26, 2017.

4. Scope of Responsibility for General Govermnent Committee

Deputy Manager Vellane provided the committee with the Village municipal code regarding the duties of the General Governrnent Committee. She also provided some examples of tasks the committee had addressed in the past. Deputy Manager Vellane said the Village is a part of the insurance pool, IRMA, and additional information will be provided on that in the future.

A committee meeting was scheduled on Monday, June 26, 2017, at 8:30 a.m. An executive session will be on the June 26 meeting agenda to review legal matters.

6. Adjourn

With no further business to discuss, Chair Tymick moved, seconded by Committee Member Tyrrell, to adjourn the meeting at 9:23 a.m.
