Here is the minutes provided by the Board:

I. Pledge of Allegiance

II. Call to Order: President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:05 p.m.

III. Roll Call; Establishment of Quorum

Village Clerk Irene Avitia called the roll: Present: Trustees Mr. Johnson, Ms. McLean, Mr. Ruhl, and Mr. Ybarra. Absent: Mr. Caporusso, Ms. Special. The Village Clerk declared a quorum was present. Legal Representation Present: Joe Montana, Village Attorney Staff Members Present: Lisa Anthony (Health and Human Resources Director), Frank Grieashamer (Treasurer), John Schneider (Community Development Director), John Hildago (Director, Department of Building), Ron Heller (Comptroller), Joe Lauro (Utilities Commissioner), Dave Talbott (Engineer Consultant for Smith LaSalle), Tom Dailly (I.T. Manager), Chief William Brehm (Fire Department), Director of Police Mike Witz and Deputy Chief Ruch (Police Department)

IV. Public Comments (Limit to 2 minutes per speaker, Ordinance No. 1415-G-43) 1. John (local business owner) – Commented he would like the Village of Franklin Park to opt out of new labor law being imposed by Cook County 2. Resident, 3225 Lincoln Street – Commented on new law regulations for the parking of larger vehicles on the street

V. Presentations:

2017/2018 Vehicle Sticker Competition President Pedersen awarded first place winner Julia Zielinski of the vehicle sticker competition with a gift certificate. Second place winner Ginani Badillo and third place winner Mali Aigueroa were not present to receive their certificates

“Mayor For A Day” Writing Contest First Place winner Elyssa Diaz, 5th Grade, Pietrini School read her “Mayor for A Day” paper and was presented with a gift certificate. Second Place winner Isabella Guilla, 5th Grade, Passow School read her “Mayor for A Day” paper and was presented with a gift certificate. Third Place winner Natalia Hernandez, 5th Grade, Passow School was presented with a gift certificate

VI. Committee Reports

A. Finance And Special Events Committee (Mr. Johnson, Chair)

1. Mr. Johnson Stated Ron Heller Will Be Giving A Report On Finances Later On In The Meeting 2. Mr. Johnson Announced The Next Meeting For The Franklin Park Fest Will Be Held On Thursday, May 18 At The Village Hall. The Meeting Begins At 10:00 A.M. 3. Mr. Johnson Announced The Memorial Day Celebration Will Be Held On Monday, May 29 At 11:00 A.M. 4. Mr. Johnson Stated He Would Like To Move Agenda Item #15 To New Business

B. Water And Sewer/Fleet Maintenance Committee

(Mr. Caporusso, Chair) 1. In The Absence Of Mr. Caporusso, Mr. Ybarra Stated There Has Been Two Water Main Breaks 2. Mr. Ybarra Reported A Fire Hydrant Was Repaired At 3461 Powell Street 3. Mr. Ybarra Stated The Water/Sewer Division Completed 147 Service Calls This Month 4. Mr. Ybarra Stated There Were Six Graffitti Stops 5. Mr. Ybarra Reported The Sewer Division Cleaned Out 22 Storm Drains And Inspected 29 Sanitary Drains 6. Mr. Ybarra Stated The Construction Company Has Completed 60% Of The Sanitary Sewer Line By The Reuter Subdivision. The Water Line Is Next

C. Police And Fire Committee (Mr. Ruhl, Chair)

1. Mr. Ruhl Reported Five Adults Were Arrested For Battery And Mob Action On May 8. The Fight Began Over By The High School And Moved Over To The 3200 Block Of Gustave Street 2. Mr. Ruhl Announced May Is Police Appreciation Month

D. Streets, Alleys And Fleet Maintenance Committee (Mr. Ybarra, Chair) 1. Mr. Ybarra Reported 53 Tons Of Cold Patch Has Been Applied 2. Mr. Ybarra Stated The Fleet Division Performed 94 Hours Of Work 3. Mr. Ybarra Reported Two Handicapped Parking Signs Were Installed And Ten Faded Signs Were Replaced. Some Miscellaneous New Signs Were Also Installed 4. Mr. Ybarra Reported On Tree Removals And New Trees Planted 5. Mr. Ybarra Stated Agenda Item #12 Is For Street Closures For The Franklin Park Fest 6. Mr. Ybarra Reported The Schraeder & Schraeder Company Has Begun The Repairs Of The Repaving Of Addison Avenue, Rose Street, And Lesser Avenue. Once They Are Done With These Repairs, They Will Move On To The 50/50 Sidewalk Program

E. Property, Planning, Zoning, And Building Committee (Ms. Special, Chair) 1. In The Absence Of Ms. Special, Mr. Johnson Stated He Had Nothing To Report

F. Health, Human Resources, Sustainable Practices And Senior Services Committee (Ms. Mclean, Chair) 1. Ms. Mclean Announced The Next Blood Drive Will Be Held May 9 In The Community Room At The Police Station, From 3:00 P.M. To 7:00 P.M. 2. Ms. Mclean Stated There Will Be A Community “Shred Day” Saturday, July 22 For Those Who Have Any Papers They Need Shredded. The Hours Will Be From 9:00 A.M. To 12:00 P.M. 3. Ms. Mclean Announced “Relay-For-Life” Will Be Held At Elmwood Park High School August 4. More Information To Come 4. Ms. Mclean Stated Village Hall Will Be Installing New Windows

VII. Staff Reports And Comments; Discussion On Agenda Items

1. John Schneider spoke about agenda item #3. This is a transfer of funds from Life Fitness Belmont/Williams to the Resurrection project in the amount of $1,393,000. Mr. Schneider spoke about agenda item #8. This is a zoning text amendment dealing with digital billboards, electric message signs, outdoor lighting, and signs overhanging the public right-of-way. This was unanimously approved by the Zoning Board of Appeals. Mr. Schneider spoke about agenda item #9. This is a new ordinance that regulates parking lots and its principal use in commercial and industrial zones. This was unanimously approved by the Zoning Board of Appeals. Mr. Schneider spoke about agenda item #13. This is for a double-faced digital billboard located at 11500 Melrose Avenue. This was unanimously approved by the Zoning Board of Appeals. Mr. Schneider spoke about agenda item #14. This is a conditional use ordinance for forced power energy at 9240 W. Belmont Avenue, Unit D. This was unanimously approved by the Zoning Board of Appeals. Mr. Schneider spoke about agenda item #15 which was moved under New Business. This is for a sign School District 84 is looking into building on Grand Avenue. Mr. Schneider spoke about agenda item #16. This is a map amendment for 3300 N. River Road from C-3 general commercial to I-1 industrial. This application is being submitted by the Village and by Peacock Oil which allows this site to be put together with other sites to create an industrial potential development

2. Ron Heller spoke about the budget proposal and gave a review of general fund issues. Mr. Heller addressed was property taxes. The property taxes received were approximately $1,000,000 less then what was budgeted. The Village is waiting for the second distribution of taxes to see what comes in. Mr. Heller spoke about police and fire pension contributions, worker’s compensation costs, garbage fund, motor fuel tax fund, and The Crossings downtown TIF
