LaSalle City Council regulates parking

The LaSalle City Council met Jan. 3 to regulate parking.

Here are the meeting's minutes, as provided by the council:

Regular city council meetings are held every other Tuesday in the council chambers at 7:00 p.m.

MINUTES OF THE REGULAR MEETING OF THE LA SALLE CITY COUNCIL HELD IN THE COUNCIL CHAMBERS, 745 SECOND STREET, LA SALLE, IL. 7:00 P.M., Tuesday, January 3, 2017

The meeting was called to order at 7:08 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL Present- Mayor Grove, Alderman Demes,Bacidore, Ptak, Reynolds, Lavieri, Duncan, Herndon, Schneider Excused Absence: None A quorum was present.

APPROVAL OF MINUTES Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular City Council meeting held on Monday, December 19, 2016 are approved and placed on file. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

PETITIONS Moved by Alderman Ptak and seconded by Alderman Herndon to accept the recommendation of the Finance Committee and deny the request for a monetary donation from the Voluntary Action Committee for its annual giving campaign. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Moved by Alderman Demes and seconded by Alderman Schneider to grant the request of Catholic War Veterans Post #1229 for a 2017 Raffle License. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

REPORT OF CITY OFFICERS Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Treasurer’s Report for November 2016 showing cash balances in the La Salle State Bank of $8,822,989.24 and in Hometown National Bank of $70,806.74. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

STANDING COMMITTEES The Streets, Alleys and Traffic Committee tabled the request from Rudy Gutierrez, resident of 119 First Street for a Resident Parking Only sign until January 17, 2017 in order for the new owner of the adjacent restaurant to be contacted for his input on the matter. The committee will meet at 6:45 p.m.

OLD BUSINESS Moved by Alderman Herndon and seconded by Alderman Lavieri to authorize, pay and place on file Pay Estimate #3 and Final to Opperman Construction Co. totaling $106,788.60 for the St. Vincent Lift Station Replacement. Each and every alderman has a copy. ROLL CALL: AYE: Alderman Demes, Bacidore,Ptak, Reynolds, Lavieri, Duncan, Herndon, Schneider NAY: None Absent: None Abstain: None Motion Carried 8-0

NEW BUSINESS Alderman Bacidore referred an issue to the Streets, Alleys and Traffic Committee concerning a request for a No Parking sign one car length on the east side of Creve Coeur north of 9th Street. The committee will meet January 17, 2017 at 6:45 p.m.

ORDINANCES AND RESOLUTIONS Moved by Alderman Bacidore and seconded by Alderman Ptak to pass and place on file Ordinance 2675: An ordinance further regulating parking within the City of La Salle on a Portion of Sterling Street between Fourth and Fifth Street. Each and every alderman has a copy. ROLL CALL: AYE: Alderman Demes, Bacidore, Ptak, Reynolds, Lavieri, Duncan, Herndon, Schneider NAY: None Absent: None Abstain: None Motion Carried 8-0

Ordinance 2675: further regulating parking within the City of La Salle on a Portion of Sterling Street between Fourth and Fifth Street.

Attorney McPhedran explained the ordinance under consideration is in furtherance of action taken at the December 19, 2016 meeting. A written agreement was reached with Mr. Dahm whereby the title to the premises at 459 First Street has been transferred to the City. In addition, a written agreement was secured with Mr. Mike Bird which indicated that once the loan is satisfied with Eureka Savings Bank the title will be transferred by January 21, 2017 from the City into his name. Attorney McPhedran hopes to have everything concluded with the title transfer well before that time. In addition, the pending court cases against Mr. Dahm have been dismissed. Moved by Alderman Demes and seconded by Alderman Reynolds to pass and place on file Ordinance and Resolution 2676 Ratifying and Confirming Acquisition and Ratifying, Confirming and Further Authorizing Disposition and Sale of Real Estate at 459 First Street La Salle, Illinois and related matters. ROLL CALL: AYE: Alderman Demes, Bacidore,Ptak, Reynolds, Lavieri, Duncan, Herndon, Schneider NAY: None Absent: None Abstain: None Motion Carried 8-0

Ordinance 2676: Ratifying and Confirming Acquisition and Ratifying, Confirming and Further Authorizing Disposition and Sale of Real Estate at 459 First Street La Salle, Illinois. Mayor Grove thanked all involved with this situation for getting everything completed in such a timely manner. The aldermen commented that Mr. Bird is doing a wonderful job getting the building shored up and is keeping the City informed of the progress he is making.

COMMENTS There were no public comments. Mayor Grove thanked all involved with Small Business Saturday, Miracle on First Street and the Celebration of Lights project and snow removal and wished everyone a Happy New Year.

APPROVAL OF BILLS Moved by Alderman Ptak and seconded by Alderman Lavieri that bills submitted totaling $292,120.14 (Total Payroll $ 163,990.83 Bills to be Paid $89,641.37,Total Bills Paid $38,487.94) be accepted, paid and placed on file. Each and every alderman has a copy. ROLL CALL: AYE: Alderman Demes, Bacidore, Ptak, Reynolds, Duncan, Lavieri, Herndon, Schneider NAY: None Absent: None Abstain: None Motion Carried 8-0

Moved by Alderman Reynolds and seconded by Alderman Demes to adjourn the meeting. Voice vote, all ayes. Motion is carried.
