PUBLIC TESTIMONY

Authorization as a public speaker shall only be granted to those individuals who have submitted in

writing, their name, address, subject matter, and organization (if any) to the Secretary 24 hours in

advance of the meeting. Duly authorized public speakers shall be called upon to deliver testimony at a

time specified in the meeting agenda. Authorized public speakers who are not present during the

specified time for public testimony will forfeit their allotted time to speak at the meeting. Public

testimony must be germane to a specific item(s) on the meeting agenda, and the testimony must not

exceed three minutes; the Secretary will keep track of the time and advise when the time for public

testimony has expired. Persons authorized to provide public testimony shall not use vulgar, abusive, or

AMENDING RESOLUTION 16-0496 - FOREST PRESERVE DISTRICT COMMITTEE CHAIR

ASSIGNMENTS

WHEREAS, the Board of Commissioners (the “Board”) of the Forest Preserve District of Cook County

(the “Forest Preserve”) adopted resolution 16-0496 establishing the Chairs, Vice-Chairs, and number of

members of the Standing Committees and Subcommittees of the Forest Preserve District Board; and

WHEREAS, the Forest Preserve now wishes to amend its previous selection of vice-chair for one of its

standing sub-committees.

NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the Forest Preserve

District of Cook County, that Resolution 16-0496 is hereby amended as follows:

Section 1. The President Pro Tempore of the Forest Preserve Board shall be Commissioner Steele.

PROPOSED RESOLUTION

ESTABLISHING THE LOCATION OF OFFSITE BOARD MEETINGS FOR 2017

WHEREAS, in accordance with Title 1, Chapter 5, Section 4-(a), the Forest Preserve District of Cook

County (the “Forest Preserve”) Code of Ordinances, the Board of Commissioners (the “Board”) shall

hold regular meetings pursuant to an annual calendar adopted by resolution of the Board; and

WHEREAS, in accordance with Section 2.02 of the Illinois Open Meetings Act, every public body shall

give public notice of the schedule of regular meetings at the beginning of each calendar or fiscal year and

shall state the regular dates, times and places of such meetings; and

WHEREAS, the Forest Preserve Board satisfied its statutory and local ordinance obligations to publish

notice of its schedule of regular meetings for calendar year 2017 by passing Resolution 16-0495 at the

regular meeting of the Forest Preserve Board on December 13, 2016, and

WHEREAS, it was indicated in Resolution 16-0495 that the Board plans to conduct at least three of its

regular meetings on March 9, 2017; May 11, 2017; and July 20, 2017 in locations other than the County

Building Room 569, 118 North Clark Street, Chicago, Illinois, 60602, which is where the other regular

meetings for calendar year 2017 are scheduled to be held; and

WHEREAS, the Forest Preserve Board now wishes to publicize the locations in which the regular

meetings scheduled for March 9, 2017, May 11, 2017, and July 20, 2017 are to be held.

1. That the Forest Preserve Board shall hold a regular meeting of the Board on Thursday, March 9, 2017

at the Forest Preserve Volunteer Resource Center located at 6100 N. Central Avenue, Chicago, Illinois

60646.

2. That the Forest Preserve Board shall hold a regular meeting of the Board on Thursday, May 11, 2017

at the Forest Preserve Dan Ryan Woods Pavilion located at 8659 S. Western Avenue, Chicago, Illinois

60620.

3. That the Forest Preserve Board shall hold a regular meeting of the Board on Thursday, July 20, 2017

at the Chicago Botanic Garden located at 1000 Lake Cook Road, Glencoe, Illinois 60022.

4. That the time for holding the regular meetings referenced above in items 1-3 of this Resolution is

11:00 a.m., local time.

5. That the same dates listed here will be used to schedule the following standing committee meetings of

Summary: The University of Illinois Extension ("Extension") will provide educational and public

outreach programs, thus significantly expanding educational opportunities for youth and adult

populations within Cook County, including the Conservation@Home program. Extension will also

provide professional training workshops for Forest Preserve staff and assist in growing the number of

Master Naturalists and Master Gardeners that volunteer with the Preserves. The Forest Preserve

Conservation & Experiential Programming staff will work with Extension staff to coordinate and direct

these educational activities. The University of Illinois Extension will also work with Preserve staff on

specific projects related to the Next Century Conservation Plan as outlined in their Scope of Work.

Payments will be made quarterly based on UIE invoice and work completed.

PROPOSED PARTNERSHIP AGREEMENT

Request: requesting authorization for the Forest Preserve District of Cook County (the “Preserves”) to

enter into a Partnership Agreement with Audubon Great Lakes, Chicago, Illinois.

Reason: Audubon Great Lakes has received a grant from the Gaylord and Dorothy Donnelley

Foundation in the amount of $50,000.00 to support invasive species identification and removal at Bartel

Grasslands, Spring Creek Forest Preserves, Orland Grassland, Poplar Creek Forest Preserve, and

Schaumburg Road Grassland. The project will also work with the Preserves’ Volunteer Resources staff

and existing stewards to recruit and train new volunteers and bird monitors. These efforts will develop

advocates for the Preserves, while increasing the quality and sustainability of regional grasslands which

provide valuable bird habitat.

Funding will be expended over the course of a three (3) year period, at no cost to the Preserves.

Contract period: 1/17/2017 - 7/14/2019

PROPOSED PARTNERSHIP AGREEMENT

Request: requesting authorization for the Forest Preserve District of Cook County (the “Preserves”) to

enter into a Partnership Agreement with Friends of the Forest Preserves, Chicago Illinois.

Reason: Friends of the Forest Preserves has obtained a grant from the Bobolink Foundation in the

amount of $199,653.00 to be used to field a six member Northwest Conservation Corps program. The

program will engage a Crew Manager, an Assistant Crew Manager, and four (4) participants (thirty (30)

hours per week) in hands-on ecological restoration activities centered on chainsaw operation, herbicide

application, prescribed fire, native seed collection, and invasive species removal.

Ecological restoration will be conducted in partnership with the Preserves, the Lake County Forest

Preserves, Citizens for Conservation, and Audubon Great Lakes to advance joint goals in support of

volunteer stewardship projects and invasive species management in the region. In the Preserves the crew

will work at Spring Creek Preserve, Poplar Creek Preserve, and Schaumburg Road Grassland in

northwest Cook County. The crew will also work on preserves owned and managed by the Lake County

Forest Preserves, as well as at various Citizen’s for Conservation holdings in the Barrington area.

The project will leverage the volunteer stewardship expertise of the participating partner organizations

and advance the Preserve’s Next Century Conservation Plan goal to mobilize people to heal and nurture

the land.

Contract period: 2/15/2017 - 2/14/2018

Fiscal Impact: $35,000.00

PROPOSED PARTNERSHIP AGREEMENT

Request: requesting authorization for the Forest Preserve District of Cook County (the “Preserves”) to

enter into a Partnership Agreement with The Nature Conservancy, Chicago, Illinois.

Reason: The Nature Conservancy has obtained a grant from the National Fish and Wildlife Foundation

through the Sustain Our Great Lakes Grant Program and wishes to contribute approximately $50,000 to

the Preserves to support ecological restoration activities at Powderhorn Prairie and Marsh Nature

Preserve. Work performed will consist of 40 acres of herbaceous invasive species control, and selective

shrub removal and thinning across the site. The Preserves desire to grant The Nature Conservancy access

to the property in order to complete the project, which will be conducted at no cost to the Preserves.

Sagawau Environmental Learning Center, Lemont

Trails will be opened and groomed as snow conditions permit, and could include a late start or early

finish. Watch our Facebook page and call 630-257-2045 for the most up-to-date trail conditions. Cross

Country Ski rentals and lessons are also available.

Snowshoe Lending, All Nature Centers

Snowshoes are available when snow is 4" or greater. Equipment is limited and is loaned with no charge

on a first come, first served basis. Driver’s license required.

SNOWSHOE TREKKING PLUS, Camp Reinberg, Palatine

There’s no better way to experience the Forest Preserves in winter than by snowshoe. Come out to these

campgrounds (snow conditions permitting) and try our snowshoes for free. Open to the public, no

registration required. There must be at least 4" of hard snow on the ground in order to snowshoe. Call the

campground for snow conditions, 312-636-9750. If there isn’t enough snow, we’ll still be out with hikes,

games, fire and other outdoor fun.
