The 2,203" meeting of the President and Board of Trustees was called to order by President Angelo "Skip' Saviano at 7:00pm. The Pledge of Allegiance was recited,
On roll call the following members were present: Anthony DelSanto, Jonathan Zivojnovic, Angelo Lollino, Alan Kaminski, Jeff Sargent and President Saviano. Absent: Angela Stranges. A motion was made by Trustee Zivojnovic and Seconded by Trustee DelSanto to excuse Trustee Stranges from this evenings meeting, Motion carried,

COMMITTEE REPORTS
Trustee Del Santo reported on the upcoming “Coffee with a Cop' being held at Panera Bread on November 22" at 10:00am and the upcoming “Neighborhood Watch” meetings being held November 9" for Areas 1 and 2 and November 16" for Areas 3 and 4. Trustee Kaminski reported the finance committee met this evening and reviewed the bills and vouchers for the month of October and recommended same for approval. Trustee Lollino reported on the paving being done throughout the village paid for with federal funds as well MFT funds instead of taxpayer dollars.
MANAGERS REPORT
Mr. Volpe reported on a proposal from Mesirow Insurance and an agreement with the State of Illinois regarding the installation of a traffic signal at Belmont and 76" Avenue. He also updated the board and audience on paving of Fullerton and Diversey Avenues, construction along the Avenue of Flags, curbside leaf pick up until December 2" and the Annual Holiday Stroll taking place on December 2" in the circle. PRESIDENTS REPORT
President Saviano reported he, Trustee DelSanto and Village Manager Paul Volpe attended the memorial service in the circle commemorating the 5 year anniversary of Lance Corporal Nicholas Daniels death in Afghanistan. He thanked those involved in assisting the family with the planning of the memorial.

A motion was made by Trustee Kaminski and seconded by Trustee Lollino to approve the following items on the consent agenda:

NEW BUSINESS
A motion was made by Trustee Lollino and seconded by Trustee Zivojnovic to approve the 2017 Village Board and Finance Committee meeting schedule. Motion carried.
A motion to advise and consent to the following appointments to the Youth Commission was made by Trustee Kaminski and seconded by Trustee Sargent. Motion carried, The appointments are as follows:

Insurance Renewal The Board will be asked to approve the acceptance of a proposal to renew our property, casualty, liability and Worker's Compensation insurance for the period beginning December 1, 2016 and ending December 1, 2017. The Village's insurance broker Mesirow Insurance Services Inc. recommends the acceptance of a proposal from the Illinois Counties Risk Management Trust (ICRMT.) The premium is increasing by 2.19 percent to $1,177,543. This includes the addition of an option to cover the Village from Cyber and System Security Liability.
Belmont Avenue at 76" Avenue The Board will be asked to authorize an agreement with the State of Illinois regarding the installation of a traffic
signal at Belmont and 76" Avenue. The total cost of the project is $391,000. The Village of Elmwood Park's share is $7,475. This project was initiated in 2011 but has now been scheduled by IDOT to be let in January 2017.
Other Updates The paving of Fullerton and Diversey is underway. As you know, this project is funded with both federal dollars and
motor fuel tax provided by Cook County. Elmwood Park residents will benefit from this $1.15 million project with no investment of local dollars.
The Construction along the Avenue of Flags is progressing. The concrete is complete and the pavers are being installed at this time.
There are Neighborhood Watch meetings scheduled for both November 9" (areas one and two) and November 16th (areas three and four). Both meetings will take place at 7:00 pm in the Community Room of the Public Safety Building.
There is a Coffee with a Cop scheduled for November 22" at 10am at Panera's on North Avenue.
Leaf pick-up continues until December 2". Yard waste bags will be picked up by Groot until November 30".
The Holiday Strol is scheduled for December 2" from 6:00pm until 8:00pm in the Village Circle.
