Seneca Village Council holds quarterly budget meeting

Seneca Village Council met Tuesday, Oct. 18.

The Village Council meets formally on the 1st and 3rd Tuesday of each month at 7 pm. The Mayor and each Commissioner is responsible for administrating the functions of the following departments: Public Affairs, Accounts & Finances, Public Health & Safety; Streets & Public Improvements and Public Property.

Here are the minutes as provided by Seneca:

The Seneca Village Council held a quarterly scheduled budget meeting at Seneca Village Hall on October 18, 2016 at 6:48 pm.

Roll Call: Present: Applebee, Barla, Olson, Timmons, Spicer

Absent: none

Commissioner Barla presented a schedule of projected revenues against collected revenues for the fiscal year ending March 31, 2017 to the Village Council. Commissioner Barla commended the council for keeping within their department budgets.

A motion was made by Comm. Barla and seconded by Comm. Olson that the October 18, 2016 budget meeting is adjourned at 6:55pm.

The Seneca Village Council held a regular council meeting at Seneca Village Hall on October 18, 2016 at 6:56 pm.

Roll Call: Present: Applebee, Barla, Olson, Timmons, Spicer

Absent: none

A motion was made by Comm. Olson and seconded by Comm. Barla that the Council approves the October 4, 2016 council meeting minutes as presented.

Roll Call: Ayes: Olson, Barla, Applebee, Timmons, Spicer

Nays: none

A motion was made by Comm. Barla and seconded by Comm. Timmons that the Council approves the September treasurer’s report, payroll and payment of bills as presented.

1. Park Board Announcement

Public Property Timmons:

Comm. Timmons stated that Zachary Applebee provided a quote for installation of a camera system at the Village water plant; no questions were presented.

A motion was made by Comm. Timmons and seconded by Comm. Olson that the Council approves an expenditure of $1,650.00 to Zachary Applebee out of the Water Department.

Accounts and Finance Barla:

Comm. Barla presented a resolution to direct the Village Treasurer to transfer funds from the TIF 1 account to reimburse the Windmill account; no questions were presented.

A motion was made by Comm. Barla and seconded by Comm. Applebee that the Council adopts resolution #529, authorizing a transfer of funds from TIF 1 to Windmill Fund for reimbursement of costs advanced in connection with road work at Union and Lincoln Street.

Streets Olson:

Commissioner Olson stated that D Construction will be returning to Seneca tomorrow to apply shoulder stone to various areas; he also thanked everyone involved with the 2016 road improvement plan.

Public Health and Safety Applebee:

Comm. Applebee stated that the Seneca Fire Department have announced they will be replacing batteries in residents smoke alarms and carbon monoxide detectors on November 9, 2016, a sign up form is available at Seneca Village Hall.

Public Affairs Mayor Spicer:

Mayor Spicer stated the Village is currently on International Building Code, 2012 edition and thus an ordinance was required to update that information.

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council adopts ordinance #16-08, amending the Seneca code of ordinances adopting certain building codes.

New Business:

Public Property Timmons:

Commissioner Timmons stated that a resignation was received by the Park Board from Michael Sheedy; he thanked Mike for his volunteerism and announced if anyone was interested in the vacancy to contact Seneca Village Hall. In addition, two bills were presented for approval, both are to Underground Pipe and Valve. The first billing is for $5,924.00 which is for valves and fittings in relation to a relocation of a water main; the second is for $3,220.00 for the purchase of water meters.

A motion was made by Comm. Timmons and seconded by Comm. Barla that the Council approves an expenditure of $5,924.00 to Underground Pipe & Valve, Co. out of the water department.

A motion was made by Comm. Timmons and seconded by Comm. Olson that the Council approves an expenditure of $3,220.00 to Underground Pipe & Valve Inc. out of the water department.

Streets Olson:

Comm. Olson thanked Guy Christensen and Chamlin and Associates for their direction with the 2016 Lincoln Street Improvement project; a billing of $10,696.00 is due to Chamlin for this purpose.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the Council approves an expenditure of $10,696.00 to Chamlin & Associates out of the Windmill Fund.

Public Health & Safety Applebee:

Commissioner Applebee reminded everyone that trick-or-treat hours are 5-7pm on October 31, 2016.

A motion was made by Comm. Barla and seconded by Comm. Olson that the October 18, 2016 Council meeting is adjourned at 7:10 pm.
