Seneca Council met Tuesday, Oct. 4.
The council meets at 7 p.m. on the first and third Tuesday of each month at Village Hall, 340 N. Cash St.

The Seneca Village Council held a regular council meeting at Seneca Village Hall on October 4, 2016 at 7:00 pm.

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council approves the September 20, 2016 council meeting minutes as presented.

A motion was made by Comm. Olson and seconded by Comm. Barla that the Council approves the payment of bills as presented.

Streets Olson:
Commissioner Olson stated that D Construction has completed all work to Lincoln Street except the surface asphalt, striping and landscaping which will be completed soon, weather permitting; Guy Christensen stated that the 2016 Motor Fuel Tax program has begun with roadwork patching throughout the community, adjustment to manholes and paving.
A motion was made by Comm. Olson and seconded by Comm. Barla that the Council approves a payment of $173,667.15 to D. Construction out of the Windmill Fund.

Public Health and Safety Applebee:
Comm. Applebee stated that currently, one of the police vehicles has over 150,000 miles, it has had multiple repairs including recent transmission work completed and is in need of replacement.
A motion was made by Comm. Applebee and seconded by Olson that the Council approves an expenditure of $38,755.00 to Morrow Brothers; split $25,000.00 out of Public Benefit and $13,755.00 out of Public Health and Safety Department.

Comm. Applebee also announced that the NIXLE program which is a service provided free to residents that allows local agencies to connect with residents over cell phone, email and web for emergency information as well as street repair updates, weather emergencies and boil order alerts. The program has been updated to allow residents to respond to the alerts by providing an anonymous response in return.
New Business:
Public Property Timmons:
Commissioner Timmons stated that due to weather over the years; the Illinois River has caused the sidewalks at the boat launch to be damaged thus requiring repairs to be made to the concrete.
A motion was made by Comm. Timmons and seconded by Comm. Barla that the Council approves an expenditure of $3,200.00 to AC Concrete out of the Park Board Fund.

Accounts and Finance Barla:
Comm. Barla announced that on October 18, 2016 6:45pm the Council will hold a public hearing for the purpose of receiving public comments on the proposal to sell bonds to an amount not to exceed $300,000.00 for the purpose of financing land acquisition and construction of various public works related facilities and paying certain costs thereof; a quarterly budget meeting will be to follow the public hearing. In addition, a resolution authorizing transfer of funds from TIF 1 fund to windmill fund for reimbursement of costs advanced in connection with road work at Union and Lincoln Street will be placed on the next agenda as well as an ordinance relating to reimbursement of travel and entertainment expenses.
Streets Olson:
Commissioner Olson stated the Village will again host a leaf collection event starting October 24, 2016 and ending November 15, 2016 with Union Street as the dividing line.
Public Health & Safety Applebee:
Commissioner Applebee announced two programs being offered in conjunction with the 2016 Seneca High School parent/teacher conference event; one is a HERO (Heroin Epidemic Relief Organization) presentation and the other is a pharmaceutical take-back program in which medication and sharps will be taken and disposed of properly. In addition, a thank you was given to Officer John Crawford who has resigned and an announcement was made that Michael Hetelle has been offered to increase his part-time hours by acceptance of the full-time position.
A motion was made by Comm. Applebee and seconded by Comm. Olson that the Council hires Michael Hetelle as full-time police officer at a rate of $19.68 per hour out of Public Health and Safety Department.

Comm. Applebee stated that the Seneca Fire Department have announced they will be replacing batteries in residents smoke alarms and carbon monoxide detectors on November 9, 2016, a sign up form is available at Seneca Village Hall.
Public Affairs Mayor Spicer:
Mayor Spicer stated that an ordinance has been placed on file with the Village Clerk regarding the adoption of the International Residential Code and it will be placed on the next agenda.
