Cook County Forest Preserve commissioners grant operating license

The Forest Preserve District of Cook County Board of Commissioners met Sept. 13 to grant an operating license.

PROPOSED AGREEMENT

Vendor: PayNet Inc., Skokie, Illinois

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”) to enter into an agreement

Reason: The Forest Preserves owns real property with improvements known as Harms Woods parking lot (“Parking Lot”) in Skokie, Illinois. The Parking Lot currently has approximately seventy-five (75) marked spaces available for parking and open to the public. PayNet (“PayNet”) is located at 5750 Old Orchard Road, Suite 300, within an office building across from the Parking Lot, and has requested use of said Parking Lot to provide overflow parking for its employees.

The Forest Preserves respectfully requests authorization to negotiate, draft and execute an agreement with PayNet, LLC to allow access to the Parking Lot. The agreement will be for one (1) year with a one (1) year extension option. The fee for this agreement shall be a Parking Fee of $57.00 per vehicle per month for a minimum of five (5) and maximum of twenty (20) vehicles, if the extension option is executed a 5% increase shall be applied to the Parking Fee. PayNet agrees to indemnify the Forest Preserves and maintain an insurance policy naming the Forest Preserves as an additional insured. PayNet’s access to the Parking Lot is limited to Monday through Friday from 7:00am to 6:00pm. PayNet will not be granted exclusive use of the Parking Lot and it shall continue to be available for use and benefit of the public.

Contract period: Maximum of 24 months from the effective date of the agreement.

Estimated Fiscal Impact: Minimum revenue generated $3,420.00 and maximum $28,080.00.

PROPOSED LICENSE REQUEST

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”), as Licensor to grant a License to Wide Open West d/b/a WOW!, Grantee, to locate, operate and maintain a fiber optic line along the north side of Dundee Road between Milwaukee Avenue and the I-294 Tollway at Potawatomi Woods to connect cellular towers for public telecommunication services. The section west of the Des Plaines River will have two 1.5-inch underground conduits installed within the existing right of way by directional bore, and from the west bank of the river to the Tollway will be aerial cable installed on the existing ComEd pole line.

Term: Ten (10) Years

License Fee: $119,876.03

License Application Fee: $1,000.00

YELAR Fee: $3,600.00

Total one-time upfront fee of $124,476.03 for the term of the License

The area of the License is: 1.665 acres

PROPOSED LICENSE REQUEST

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”), as Licensor to grant a License to The Village of Westchester, Grantee, to locate, operate and maintain 1,080 linear feet of 30-inch sanitary sewer on FPCC property to replace an existing 5,000 linear feet of 30-inch sanitary sewer on FPCC property. Relocating the storm sewer will result in less impacts to the FPCC than replacing the existing sewer, and less impact for long term future maintenance.

Term: Continuous

License Fee: $26,776.86

License Application Fee: $500.00

YELAR Fee: $3,600.00

Total one-time upfront fee of $30,876.86 for the term of the License (Sec. 5-2A-4 and 5-2B-4)

Tree Mitigation Fee: $19,154.26

PROPOSED LICENSE REQUEST

Request: Requesting authorization for the Forest Preserve District of Cook County (“the Preserves”), as Licensor to grant a Hardship License pursuant to the District Code Section 2-3-1D to Mark A. Zieminski and Lisa Zieminski, 348 Michigan City Road, Calumet City, Grantee, to locate, operate and maintain an existing concrete and stone raised patio, retaining wall and existing attachments that encroaches onto the Preserves. The patio and retaining wall were built as part of the house in 1941. Removal of the encroachments would jeopardize the structure of the existing residence. The Grantees purchased the house in 2002 and continue to occupy and maintain the patio, retaining wall, and attachments.

Term: 10 Years

License Fee: $3,600.00

License Application Fee: None

YELAR Fee: Waived

Total fee of $3,600.00 payable in annual installments for the 10 year term of the License (Sec. 2-3-1D and 5-2A-4)
