Forest Park Village Council holds budget-planning workshop

At a recent special meeting, the Forest Park Village Council held a budget-planning workshop.

The village council meets at 7 p.m. on the second and fourth Monday of each month in the Council Chambers on the lower level of Village Hall.

Below are the minutes from this meeting, as provided by the council.

THE SPECIAL MEETING OF THE COUNCIL OF THE

VILLAGE OF FOREST PARK, COOK COUNTY, ILLINOIS

HELD ON WEDNESDAY EVENING, JUNE 29, 2016

Mayor Calderone called the meeting to order at 6:37 P.M.

ROLL CALL

Commissioners Byrnes, Mannix, Novak, Entler and Mayor Calderone answered the Roll Call.

Also in attendance were Village Clerk, Vanessa Moritz, Village Administrator, Tim Gillian, Finance Director, Letitia Olmsted, Chief of Police, Tom Aftanas, Fire Chief, Steve Glinke, Deputy Fire Chief, Bob McDermott, Public Works Director, John Doss and Community Center Director, Karen Dylewski.

Mayor Calderone stated that the purpose of the meeting was to hold a fiscal year 2017 budget workshop and there were no objections to suspending the regular meeting procedures.

Mayor Calderone led the group in reviewing the proposed budget department-by-department, allowing for discussion or comments for each individual section.

Operating Funds and Primary Government Summary – No changes, questions or concerns

Operating Funds Revenue – No changes, questions or concerns

Department of Public Affairs – No changes, questions or concerns

Police Department - No comments or changes. It was discussed that we may be able to take advantage of other features of the license plate reader. Chief Aftanas will look into it.

Community Center - No changes, questions or concerns

Village Clerk – No changes, questions or concerns

Fire Department – No changes, questions or concerns. It was discussed that the village may want to consider adjusting ambulance fees to the insurance and Medicare limits.

Public Health and Safety – It was discussed that $10,000 will be allocated for digitization of records and an additional $5,000 will be added to pest control.

Streets and Public Improvements – No changes, questions or concerns

Public Property – No changes, questions or concerns.

General Fund Grants – No comments or changes

General Fund Vehicles – No comments or changes

Water Fund – No comments or changes. It was discussed that Chicago has advised that their increases going forward will be tied to the CPI with a maximum of 5%.

Major Funds: VIP and TIF – No comments or changes

Non-Major Governmental Funds – No comments or changes

Vehicles, Equipment and Debt Service – It was discussed that we are in dire need of replacing some vehicles and equipment. Staff was advised to look into a way to finance these requirements and a new revenue source for covering the cost of financing.

ADJOURNMENT

There being no further business to be addressed, Commissioner Mannix motioned to adjourn the meeting. Commissioner Entler seconded the motion to adjourn. The motion carried unanimously. Mayor Calderone declared the meeting adjourned at 8:11 p.m.
