Illinois Sen. Porfirio’s transportation and state police management bill passes House and Senate

Newly passed bill authored by State Sen. Mike Porfirio aims to improve transportation regulation and oversight of Illinois State Police management, including personnel reporting and fund administration, after winning approval in both chambers, according to the Illinois General Assembly.

In the House, 74 Democrats and 38 Republicans voted in favor of the bill.

Meanwhile, in the Senate, 37 Democrats and 15 Republicans voted in favor of the bill, while two Republicans voted against it.

Porfirio introduced the bill in the Illinois Senate on Feb. 7, 2025 during the 104th session.

The legislation, known as SB2108, was passed on May 31, 2025 during the general assembly session 104.

According to the Illinois General Assembly site, the legislature summarized the bill’s official text as follows: “Amends the Illinois Hazardous Materials Transportation Act and the Illinois Motor Carrier Safety Law of the Illinois Vehicle Code. Provides that the Illinois State Police (rather than the Department of Transportation) shall administer and enforce the Illinois Hazardous Materials Transportation Act and the Illinois Motor Carrier Safety Law of the Illinois Vehicle Code. Makes related changes. Sets forth provisions concerning personnel and material transfers and requires transferred personnel to receive a background check and any additional screening requirements established by the Department. Makes conforming changes to the Liquefied Petroleum Gas Regulation Act. Effective July 1, 2025.”

Porfirio, a Democrat, was elected to the Illinois State Senate in 2023 to represent the state’s 11th Senate District, replacing previous state senator Celina Villanueva.
