The meeting was called to order at 7:00 p.m.

Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve participation by aldermen via conference bridge; seconded by Alderman Contreras. Mayor Sherwin called for a voice vote. All were in favor.

The motion carried.

Mayor Sherwin presented the minutes of the city council meeting held on January 12, 2026.

Alderman Patti made a motion to accept the minutes of the city council meeting held on January 12, 2026; seconded by Alderman Grochowski. Mayor Sherwin asked if there were any additions or corrections. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO ACCEPT THE MINUTES OF THE CITY COUNCIL MEETING HELD ON JANUARY 12, 2026 CARRIED

Mayor Sherwin presented the minutes of the special meeting held on January 12, 2026.

Alderman Patti made a motion to accept the minutes of the special meeting held on January 12, 2026; seconded by Alderman Grochowski. Mayor Sherwin called for a voice vote. All were in favor.

MOTION TO ACCEPT THE MINUTES OF THE SPECIAL MEETING HELD ON JANUARY 12, 2026 CARRIED

Alderman Patti made a motion to accept the Warrants and Vouchers; seconded by Alderman Straube. Mayor Sherwin called for the roll.

MOTION TO ACCEPT THE WARRANTS AND VOUCHERS CARRIED

Mayor Sherwin noted that city council resumes their regular schedule of two meetings in March; it was noted that Julian Love of the Super Bowl winning Seattle Seahawks was a former Leyden Bears team member.

Alderman Patti made a motion to approve Ordinance O-01-2026; An Ordinance Amending Section 1-4-1A of the Northlake City Code Regarding Penalty Provisions; seconded by Alderman Contreras. Mayor Sherwin called for the roll.

Alderman Straube made a motion to approve Ordinance O-02-2026; An Ordinance Establishing Licensing and Location Requirements for Data Centers and Amending Title 3 of the Northlake City Code; seconded by Alderman Contreras. Mayor Sherwin called for the roll.

MOTION TO APPROVE ORDINANCE O-02-2026; AN ORDINANCE ESTABLISHING LICENSING AND LOCATION REQUIREMENTS FOR DATA CENTERS AND AMENDING TITLE 3 OF THE NORTHLAKE CITY CODE CARRIED

Alderman Patti made a motion to make a $1 Million Additional Payment to the Police Pension Fund; seconded by Alderman Contreras. Mayor Sherwin called for the roll.

Alderman Patti made a motion to award the Bid for 2026 Residential Curb Brush Pickup Services to Winkler Tree Service; seconded by Alderman Contreras. Mayor Sherwin called for the roll.

Alderman Patti made a motion to approve Ordinance O-03-2026; An Ordinance Regarding the Replacement of Lead Water Service Lines and Amending Section 7-7A-2 of the Northlake City Code; seconded by Alderman Feldmann. Mayor Sherwin called for the roll.

Alderman Patti made a motion to refer Union Grievance 2026-01 to the City Council as per the Provisions of the Collective Bargaining Agreement; seconded by Alderman Grochowski.

There being no further business, Alderman Straube made a motion to adjourn; seconded by Alderman Patti. Mayor Sherwin called for a voice vote. All were in favor.
