Village of Franklin Park President and Board of Trustees met Oct. 2.

Here are the minutes provided by the board:

I. PLEDGE OF ALLEGIANCE

II. CALL TO ORDER: Village President Pedersen called to order the Board of Trustees of the Village of Franklin Park in regular session at 7:00 p.m.

III. ROLL CALL; ESTABLISHMENT OF QUORUM Village Clerk April J Arellano called the roll:

Present at Board Meeting: Barrett F. Pedersen (Village President) and April J Arellano (Village Clerk), Joseph Montana (Village Attorney)

Trustees (Present in the Room): Mr. Ruhl, Ms. Avitia, Mr. Johnson, Ms. Special, and Mr. Hagerstrom

Department Heads:

Mark Stewart (Fire Department Chief), Mike Witz (Director of Police), Nick Weber (Sewer & Water Division Supervisor), Joe Thomas (Acting Utilities Director), Lisa Manzo (Deputy Building Director), Dan Corcoran (IT Director), Rudolph Repa (Village Planner), Lisa Anthony (Health and Human Resources), Frank Grieashamer (Treasurer), Tom McCabe (Engineer), Mike Vonesh (Code Enforcement Officer)

The Village Clerk declared a quorum was present.

A. FINANCE AND SPECIAL EVENTS COMMITTEES (Mr. Johnson, Chair)

1. Mr. Johnson Stated He Did Not Have A Report From The Finance Department

2. Mr. Johnson Reminded Attendees The Village Is Collecting Names Of Franklin Park Veterans Who Wish To Have Their Names Engraved On The Veteran's Monuments. Please Contact The Clerk's Office By October 13 In Order For The Names To Get Onto The Monument For Our Veteran's Day Service

B. WATER AND SEWER/FLEET MAINTENANCE COMMITTEE (Ms. Avitia, Chair)

1. Ms. Avitia Reported 2 Water Main Breaks

2. Ms. Avitia Reported 30 Lead & Copper Samples Were Collected And Shipped. These Samples Are Taken Every 3 Years For Franklin Park

3. Ms. Avitia Reported The Draining, Inspection And Cleaning Of The 5-Million-Gallon West Storage Tank At King Street Pumping Station For Utility Services Will Be Completed In The Middle Of This Month

4. Ms. Avitia Reported, All The Dead-End Mains Were Flushed Out In Town For The Month, For Chlorine Residual Maintenance

5. Ms. Avitia Reported No Issues At Any Of The 9 Lift Stations

6. Ms. Avitia Reported Sewer Bad Spots Were Checked Around Town With No New Issues

7. Ms. Avitia Reported Crews Inspected The Silver Creek That Runs Through Town And We Pulled Out 3 Truckloads Of Debris

8. Ms. Avitia Reported Staff Will Be Getting Equipment Ready For Touch-A-Truck At Enger School This Friday Oct 6th From Noon To 2:30pm

9. Ms. Avitia Reported Esi, Who Is Doing The Scada Upgrade Removed All The Old Scada Radio Equipment From The East Main Water Tower And The Clearing West Communication Tower

C. POLICE AND FIRE COMMITTEE (Mr. Ruhl, Chair)

1. Mr. Ruhl Stated He Had Nothing To Report From The Police Department

2. Mr. Ruhl Reported The Fire Department Is Down 4 Firefighter/Paramedics. There Are 3 Possible New Hires Completed Their Testing Requirements

D. STREETS, ALLEYS AND FLEET MAINTENANCE (Mr. Ybarra, Chair)

1. Mr. Ybarra Recognized The Fire Department For Their Successful Fundraiser. The Fire Department Is Selling T-Shirts For Hispanic Heritage Month. Funds Raised Go Towards Leyden Food Pantry And Unity In Community Foundation

2. Mr. Ybarra Reported 10 Tons Of Cold Patch Were Used

3. Mr. Ybarra Reported 3 Permanent Patches, 11 Signs Were Removed Or Installed

4. Mr. Ybarra Reported Forestry Division Removed The American Flags For The Season, Trees Were Trimmed And Regular Branch Pick Up Was Completed

5. Mr. Ybarra Reported Snowplows Were Taken Out Of Storage For To Get Them Ready For The Winter Season

E. PROPERTY, PLANNING, ZONING, BUILDING, AND TREE PRESERVATION COMMISSION

(Ms. Special, Chair)

1. On Behalf Of The Sustainability, Forestry, Parkways And Facilities Director, Ms. Special Reported The Landscaping For The Metra Parking Lot Located At The Old Police Station Was Completed

2. Ms. Special Reported 37 Dead Trees And Stumps Were Removed Throughout Franklin Park, 61 Ball And Burlap Trees Will Be Ordered And Planted

3. Ms. Special Reported Utility Department Trimmed All The Trees On Robinson, Crescent, And Birch Streets And The Block Of Ernst

4. Ms. Special Reported The Tree Board Is Preparing An Application To Be Considered For The Artemis Moon Tree From Nasa

5. Ms. Special Reported 22 Students From Hester School Decorated Storefont Windows Along Franklin Avenue. This Event Has Been Held Since 1949

6. On Behalf Of The Community Development Department, Ms. Special Reported, Staff Attended The Illinois Tollway's Elgin O'Hare Western Access Local Advisory Committee Meeting On September 18th. The Tollway Provided Updates On Ongoing Construction In The Region For The New I-490 Tollway And Other Improvements Related To The Elgin O'Hare Western Access Project

7. Ms. Special Reported The Village Officially Began The Grand Corridor Study With An Internal Kick Off Meeting On September 19th With Staff From The Chicago Metropolitan Agency For Planning (CMAP) Where They Discussed Project Timelines, Strategies, And Goals

8. Ms. Special Reported Staff Attended The Illinois Tax Increment Association's Annual Conference On September 20th And 21st In Chicago. The Seminar Had Several Educational Sessions On How To Best Utilize Tax Increment Finance Districts (Tif's) For Downtown Revitalization, Commercial Corridor Improvement, And Industrial Redevelopment

9. Ms. Special Reported Staff Attended The Municipal GIS Partner's Annual Conference On September 28th In Elk Grove. The Forum Was Attended By Over 280 Municipalities And 50 Other Organizations From Around Chicagoland. Staff Were Able To Attend An On-Site Technology Workshop, Showcasing The Latest Data-Driven Solutions To Help Local Governments Share Information Between Departments, Increase Transparency, And Offer Better Services To Village Residents

10. On Behalf Of The Building Department, Ms. Special Reported Deputy Building Director Lisa Manzo Attended The Accela Software Conference In Washington Dc Last Week. She Attended Classes And Met With Our Consultants At Byrne Software Who Apprised Her On Numerous New Operating Trends, As Well As Explored The Latest Technologies That Are Unifying & Driving The Future Of Local Government 11. Ms. Special Reported 62 Contractors Applied For Licenses, 52 Building Permits, 7 Electrical Permits, 3 Sign Permit, 0 Dumpster Permit, 5 Fire Permits, And 2 Pod Permit Were Applied For A Total Of 69 Permits. She Announced 10 Property Closings For Residential And Commercial, 1 New Business Applied For Occupancy And 2 New Businesses Were Issued Occupancy Certificates

F. HUMAN RESOURCES, SUSTAINABLE PRACTICES AND SENIOR SERVICES COMMITTEE (Mr. Hagerstrom, Chair)

1. Mr. Hagerstrom Announced The Annual Senior Health Fair Will Be Friday, October 20th 2023 In The Community Room From 9am To 1pm.

2. Mr. Hagerstrom Announced The Manila Lions Club Will Have Their Mobile Van For Hearing And Vision Checks. Osco Will Have Flu And Covid Vaccines Available. Senate President Don Harmon And Athetico Are Co-Sponsoring The Event

VI. STAFF REPORTS AND COMMENTS: DISCUSSION ON AGENDA ITEMS

1. Village engineer, Tom McCabe briefly presented on TRAINFO. TRAINFO is a hardware and software platform that mitigates traffic delay and safety risks at rail crossings using a combination of train-detection sensors and proprietary software.
