Village of Western Springs General Government Committee met Oct. 8.

This public meeting was held using the Zoom on-line platform as authorized by the Open Meetings Act, the CDC directive (social distancing guidelines) and Illinois Governor Disaster Proclamation dated August 21, 2020 (Phase 4 Restore Illinois Plan), and Executive Order 2002-55 extending the Governor's prior Executive Orders relating to the COVID-19 pandemic and his implementation of Phase 4 of the "Restore Illinois " Plan (Community Revitalization Order - COVID-19 E. 0. No. 51).

Chair Tyrrell, Member Chen, Village Manager Velkme, Director Baer, Director Turi and Assistant Director Mastandona

Chair Tyrrell moved to open the committee meeting, seconded by Member Chen. The motion passed on a roll call vote. Voting aye: Member Chen and Chair Tyrrell. The General

Government Committee meeting was called to order at 11:45 a.m.

Agenda Items

1. Public Comment

There were no public comments.

2. Approval of Minutes

Chair Tyrrell moved, seconded by Committee Member Chen, to approve the minutes of the meeting of September 3, 2020 as read. The motion passed on a roll call vote. Voting aye: Chair Tyrrell and Member Chen. Voting nay: None.

3. 2021 Board Meeting Schedule

Trustee Tyrrell said he is hopeful we will be able to meet in person in 2021. The meeting schedule for the 2021 calendar year looks in order. Meetings are generally the 2nd and 4th Monday of each month, however, there will be on combined meeting on August 1 6 in 2021. In order to file budget and levy documents in a timely manner for 2021, the December Board meetings are scheduled on the first and third Monday in December which will on December 6 and 20, 2021. This is a housekeeping matter which will be presented to the Board on October 12, 2020 for consideration of approval on October 26, 2020.

Tyrrell moved, seconded by Committee Member Chen, to recommend the Board approve the resolution setting the Board of Trustees meeting dates for 2021 at the October 26, 2020 Board meeting. The motion passed on a roll call vote with Chair Tyrrell and Member Chen voting aye. Voting nay: None.

4. 2021 Budget

Director Turi explained this is a draft budget. She explained the overall capital budget unding plan for 2021. The IRMA contributions and the health insurance renewal increase have not yet been finalized for 2021. Separation benefits are estimated and will be adjusted based on actuals. Village Manager Velkme and Director Turi reviewed the 1101100 and 1201100 portions of the Village's 2021 budget with the committee. Director Schramm reviewed the 1203100 portions of this budget. Director Baer presented the proposed 1204100 portions as well as the staffing plan of the budget. The 2021 capital budget includes monies to purchase new chairs for the Board Room which will allow for easier set-up of the room during the week as an additional meeting space for Village staff. Director Schramm concluded the discussion with a review of his capital budget which includes computers. Hyper-V servers, screens and iPads.

Trustee Tyrrell moved, seconded by Committee Member Chen, to advise the Board that the committee did approve this draft portion of the 2021 budget. The motion passed on a roll call vote with Chair Tyrrell and Member Chen voting aye. Voting nay: None.

5. Other

There was nothing else to discuss.

6. Schedule Next_Committee Meeting

The Board of Trustees has meetings scheduled on October 12 and 26 as well as November 9 and 23, 2020. The General Government Committee set their next meeting on Thursday, November 5, 2020, at 11:45 a.m.

With no further business to discuss. Chair Tyrrell moved, seconded by Member Chen, to adjourn the committee meeting at 12:33 p.m.

The motion passed on a roll call vote. Voting aye: Chair Tyrrell and Member Chen. Voting nay: None.
