Village of Franklin Park Plan Commission met October 23

Village of Franklin Park Plan Commission met Oct. 23.

Here is the minutes provided by the commission:

1. The regularly scheduled meeting of the Plan Commission was called to order at 7:04 p.m.

2. A quorum was present. Chairman Patricia Letarte, Mike Rickert, Alma Montenegro, Daniel Particelli, Teresa Badillo, Ryan Adriatico (Planner), and Lisa Manzo (Plan Secretary). Absent: Linda Suwalski.

3. Member Badillo made a motion to accept the minutes of September 25, 2019 as presented. Member Rickert seconded the motion. All in favor. The motion carried.

4. Public Comment: None.

5. New Business: Discussion of USEPA Brownfield Revolving Loan Fund Program

Mr. Adriatico began the meeting with a power point presentation discussing the USEPA Brownfield Revolving Loan Fund Program.

Mr. Adriatico stated that the program’s goal and vision was to revitalize contaminated sites within Cook County in order to: attract employers to redevelop sites, leverage existing transportation and logistics assets, generate living wage jobs and create new public open green space.

Mr. Adriatico continued to stated that it will foster livable, vibrant communities that are safe, healthy, and amenity-rich for all residents. He stated that Cook County offers loans for the cleanup of brownfield sites in the following communities: Bellwood, Chicago Heights, Ford Heights, Franklin Park, Maywood, Sauk Village and Schiller Park. He continued that potential redevelopment sites are commercial manufacturing in nature which are smaller, vacant industrial uses. Some properties are available at the Cook County Land Bank. The Village has acquired some properties in this manner, so as to turn them over to be sold and occupied as viable properties.

Mr. Adriatico stated that the best way to bring this topic to the forefront is with public engagement. Going through the steps such as Grant Requirements, with a goal to educate and inform you about this loan program and pending loans. This will co-incide with the Plan Commission. He continued that the first step to this is Brownfields 101/education, moving on to outreach/communication/stakeholder engagement, then to seeing the community needs/high level reuse visioning to translation of date for decision making and obtaining site specific input.

Mr. Adriatico thanked the members for their participation this evening.

7. Staff Update: None

Mr. Adriatico stated that the Zoning Code Re-write is in process with the consultants. They are very excited and looking forward to the next steps.

8. Member Rickert made a motion to adjourn the meeting of the Plan Commission. It was seconded by Member Badillo. The motion was carried.

The meeting adjourned at 7:26 p.m.
