Village of North Riverside Board of Trustees met June 3.

Here is the minutes provided by the board:

Mayor Hermanek called the meeting to order with a Pledge of Allegiance and a Roll Call. In attendance were Trustee Czajka, Trustee Demopoulos, Trustee Flores, Trustee Mandel, Trustee Mengoni and Trustee Sarro.

Others in attendance were Administrator Belmonte, Finance Director Scarpiniti, Attorney Hayes, Police Chief Garcia, Fire Chief Kiser, Recreation Coordinator Bryant Rouleau, and Public Works Director Kutt.

APPROVAL OF AGENDA

Trustee Czajka moved seconded by Trustee Demopoulos to approve the revised agenda for this meeting. The Resolution will be tabled for further discussion.

AYES: Trustees Czajka Demopoulos, Flores, Mandel, Mengoni, Sarro 

NAYS: None.

CASH RECEIPT REPORT- No report

APPROVAL OF MINUTES

Trustee Sarro moved, seconded by Trustee Mengoni to approve the May 20, 2019 Village Board Meeting Minutes as presented.

AYES: Trustees Czajka, Demopoulos, Flores, Mandel, Mengoni, Sarro 

NAYS: None.

REPORT OF TRUSTEES

Trustee Czajka- (Judiciary, Ordinances, Recreation)

Trustee Czajka read the following report from the Recreation Department:

The Recreation Department is busy preparing for the Mayor’s Golf Outing which will be held on Monday, June 10. This year 44 young adults will receive scholarship money thanks to the generosity of all involved. We expect a great crowd as the event is sold out once again.

Beginning next week, Day Camp Counselors will receive 30 hours of training including certifications for First Aid, CPR and AED use, including inclusion training and much more. The Day Camp season will officially begin on Tuesday, June 11th for all camps. Four of our five camps are currently on a waiting list. Our new half day Raccoon Camp still has availability for 2- 5 year olds.

Sounds of the Summer Concerts will begin on June 20th. Please be sure to visit the Recreation Facebook page for all reminders and details on each week’s specials.

Trustee Demopoulos( Streets, Alleys, Sidewalks & Garbage)

Trustee Demopoulos stated that there was discussion about a parking issue on the 2200 block of Keystone Avenue and further survey is needed by the police department before a decision is made by the board.

Trustee Flores- ( Police, Fire & License)- No report

Trustee Mandel ( Water, Sewers, Drainage & Zoning)

Trustee Mandel read the following memo from Village Engineer John Fitzgerald:

Bids were received and opened for the Phase 3 Water Main Replacement Project at 11am on May 14th. Although three contractors were given bid documents only one contractor submitted a bid. The one bid that we received was tabulated. The low bidder was Riccio Construction Corporation submitting a bid in the amount of $433,335.00 which was $28,460.00 above the Engineer’s Estimate of $404,875.00. Riccio Construction Corporation is qualified to perform this work and completed the Phase 2 Project last year.

Therefore, we recommend the contract be awarded to Riccio Construction Corporation PO Box 672, Palos Park, Illinois in the amount of $433,335.00.

Trustee Mandel moved and Trustee Sarro seconded to award the contract to Ricco Construction for the Cermak Road Water Main Replacement Phase 3 Project in the amount of $433,335.00.

AYES: Trustees Czajka, Demopoulos, Flores, Mandel, Mengoni, Sarro

NAYS: None. 

Motion carried

Trustee Mandel moved and Trustee Sarro seconded to authorize a budget for $850,000.00 for the Cermak Road and 3rd Avenue Water Main Project as discussed earlier this evening at the committee meeting.

NAYS: None.

Trustee Mengoni- ( Finance Health & Appropriations)

Trustee Mengoni called for a Finance Committee meeting for June 17th at 6pm to further discuss the economic report provided by Robert Kallien.

Trustee Sarro- (Public Buildings, Grounds, lights, Transportation, Plan Commission)- No report

MAYORAL REPORT

Mayor Hermanek gave the following updates from the Community Development Department:

 Presales- The Department performed 11 single-family presale inspections, 1 multi-family inspection and 2 commercial inspections totaling $5,768.00 in revenue.

 Permit totals- the department issued 41 residential and commercial permits totaling $11,308.23 in revenue.

CORRESPONDENCE

 Thank you card from Riverside Brookfield High School PTO thanking the Village for the water and donut donations.

 Debbie Garcia sent t thank you card to the Mayor and Village Board for the retirement party and for the beautiful watch.

 The Indivisible West Suburban Action League sent a letter requesting the Village of North Riverside along with other municipalities display the rainbow flag at the Village Commons to show its support and recognition to our LGBTQ community.

 Block party request from the 2300 block of 11th Ave for July 20th.

Trustee Mengoni moved and Trustee Flores seconded to the above request from the Indivisible

West Suburban Action League. Motion carried unanimously.

Trustee Czajka moved and Trustee Demopoulos seconded to the above request from 11th Avenue for the block party on July 20th. Motion carried unanimously.

APPROVAL OF BILLS

Trustee Mengoni moved, seconded by Trustee Sarro to approve the list of bills submitted for this meeting totaling $659,481.98 and to have them paid out of proper funds when such funds become available.

AYES: Trustees Czajka, Demopoulos, Flores, Mandel, Mengoni, Sarro 

NAYS: None.

ORDINANCES AND RESOLUTIONS

Trustee Mengoni moved and Trustee Flores seconded to approve an Ordinance Amending the 2018-2019 Annual Appropriation Ordinance & Approving Budget Transfers (19-O-04) and to waive the reading. 

Roll Call Vote:

AYES: Trustees Czajka, Demopoulos, Flores, Mandel, Mengoni, Sarro 

NAYS: None. 

Motion carried

Trustee Mengoni moved and Trustee Sarro seconded to approve and Ordinance Adopting Supplemental Appropriation for FY 2018-2019 (19-O-05) and to waive the reading. 

Roll Call Vote:

AYES: Trustees Czajka, Demopoulos, Flores, Mandel, Mengoni, Sarro 

NAYS: None. 

Motion carried

UNFNISHED BUSINESS- None 

NEW BUSINESS

Trustee Mengoni called for Budget Meetings on June 13th at 6pm and 15th at 10am.

AUDIENCE- None

ADJOURNMENT

Trustee Mengoni moved and Trustee Demopoulos seconded for adjournment of this meeting at 7:15 pm. Motion carried unanimously.
