Village of Elmwood Park President and Board of Trustees met May 1.

Here is the minutes provided by the Board:

The 2.213' meeting of the President and Board of Trustees was called to order by President Angelo "Skip' Saviano at 7:00pm. The Pledge of Allegiance was recited.

On roll call the following members were present: Anthony DelSanto, Jonathan Zivojnovic, Angela Stranges, Angelo Lollino, Alan Kaminski, Jeff Sargent and President Saviano. President Saviano introduced Judge Ronald Bartkowicz, an Elmwood Park resident for 46 years, to administer the Oath of Office to the newly elected officials present this evening. He thanked the board and residents for the opportunity to perform the ceremony. President Angelo "Skip' Saviano, Village Clerk Gina Pesko, Trustee Anthony DelSanto, Trustee Angelo Lollino and Trustee Jeff Sargent were sworn in by Judge Bartkowicz. He then administered the Oath of Office to newly elected Library Board Trustees Peter Fosco, Diana Gordon and Michelle Mondia,

Committee Reports

Trustee DelSanto reported on the “Neighborhood Watch” meeting being held May 3" at the police department. Trustee Zivojnovic reported on the outgoing members of the Elmwood Park Library Board, Joseph Bertoli, Jonathan Rivera and Terry Sorrentino, Trustee Zivojnovic praised Ms. Sorrentino, who was in attendance, for her hard work on the board for the last 13 years, President Saviano and the board thanked her for her service. Trustee Kaminski reported the finance committee met this evening and reviewed the bills and vouchers for the month of April and recommend same for approval.

Managers Report

Mr. Volpe reported on a contract to purchase 1613 75"Ct in order to expand off street parking near restaurant row, the purchase of 19 Conti Parkway to continue to revitalize the circle, an agreement with Defend Edge, a contract with Burke, LLC to construct a Splash Pad in the northwest corner of Central Park and the promotion of one fire lieutenant to replace Fred Blaskey who retired. Presidents Report

President Saviano congratulated the board on their re-election and thanked Mr. Wolpe, the village administration and all the department heads for their hard work. He also thanked the residents for their patience and cooperation with all the construction projects that have taken place the last four years.

A motion was made by Trustee DelSanto and seconded by Trustee Zivojnovic to approve the items on the consent agenda below:

a) Approval of the Minutes of the meeting of the President and Board of Trustees held on April 17, 2017.

b) Receive and File Minutes of the Economic Development Commission Meeting held March 16, 2017.

c) Bills and Vouchers for the month of April 2017 in the amount of $1,803,669,32.

A motion was made by Trustee Lollino and seconded by Trustee DelSanto to approve the items on the consent agenda, On the question, Trustee Zivojnovic asked Mr. Durkin if the purchase price for 19 Conti Parkway needed to be disclosed to satisfy Open Meeting Act requirements, Mr. Durkin explained that the Public Access Counselors opinion with regard to needing to disclose those amounts was overruled by the Illinois Appellate Court but stated the contract price was $235,00.00, On roll call, the following voted “Aye: Anthony DelSanto, Jonathan Zivojnovic, Angela Stranges, Angelo Lollino, Alan Kaminski, Jeff Sargent and President Saviano. “Nay': None. Motion Carried.

Communications

A motion was made by Trustee Zivojnovic and seconded by Trustee DelSanto to approve a raffle application submitted by Tina Gordon, Treasurer of the Women's Auxiliary Republican Voter League of Leyden Township, for their Chicken Bingo fundraiser held at Elmcrest Banquets on June 6, 2017. Motion carried.

New Business

A motion was made by Trustee DelSanto and seconded by Trustee Kaminski to approve An Ordinance Approving, Authorizing and Ratifying Execution of Residential Purchase Agreement for the Acquisition of the Property Commonly described as 1613 N. 75" Court, Elmwood Park, Illinois. On the question, President Saviano praised Mr. Volpe in acquiring this property. President Saviano stated this is part of an ongoing plan to entice new businesses and provide parking in the area. Trustee Lollino stated he would abstain from the vote in order to avoid a possible conflict of interest. A motion was made by Trustee Kaminski and seconded by Trustee Sargent to permit Trustee Lollino to abstain. Motion carried. Mr. Durkin advised Trustee Lollino, as he has in the past, that he does not have to abstain from voting on the acquisition of these homes which will be used for public parking and that it is not legally required of him.

On roll call, the following voted "Aye': Anthony DelSanto, Jonathan Zivojnovic, Angela Stranges, Alan Kaminski, Jeff Sargent and President Saviano. “Nay': None. “Abstain': Angelo Lollino. Motion Carried,

The Clerk read a proclamation announcing May as “Motorcycle Awareness Month' in the Village of Elmwood Park and recognized ABATE members President Patrick Jones and State Legislative Coordinator Dan Harper who were in attendance to receive the proclamation from President Saviano. No action required.

A motion was made by Trustee Kaminski and seconded by Trustee Zivojnovic to direct the Board of Fire and Police Commissioners to promote one Fire Lieutenant, Fireman Frank Casella was administered the Oath of Office by President Saviano as the newest Fire Lieutenant. Lieutenant Casella thanked his family, Chief Kevin Miller and the board for their support,

Adjournment

With no other business to be brought before the board, a motion was made by Trustee Lollino and seconded by Trustee Zivojnovic to adjourn the meeting. Motion carried. Meeting adjourned at 7:26 pm.
