Call To Order: Mayor Pro Tem Amy Jo Wittenberg The regular meeting of the Village of Indian Head Park Board of Trustees was held on Thursday, May 11, 2017 at the Municipal Facility, 201 Acacia Drive and was convened at 7:30 p.m. by Mayor Pro Tem Wittenberg.

Roll Call: Laurie Scheer, Village Clerk

Present (and constituting a quorum): Trustee Lopez Trustee Metz Trustee O’Laughlin Trustee Wittenberg

Absent: Mayor Hinshaw Trustee Farrell Mayer Trustee Mann

Also Present: John DuRocher, Village Administrator Patrick Brankin, Counsel, Schain, Banks, Kenny & Schwartz Robert Cervenka, Police Chief Edward Santen, Public Works Superintendent

Mayor’s Report:

Thank you to all visitors both here at the Village Hall and those joining us live on Comcast channel 6 and Facebook Live. If there are any audience comments, please step to the microphone so that all can hear your comments, questions and/or concerns.

Thank you and congratulations to Ed Santen, Director of Public Works on his 37th Anniversary with the Village.

One year service anniversaries for Argelia Garbacz, Finance Manager and, Robert Cervenka,Chief of Police.

Public Comments:

Sharon Kalinowski expressed her opinion in support of the Heritage Center Library and the importance the library has to the senior residents of the Village.

Jean Southerland, Head Docent Heritage Center Library. Expressed her support of the library and the collection of books at the Heritage Center. What is the arrangement with the McCook Library system? The arrangement is in place for two years. Will this arrangement be renewed? Yes, we are looking to continue the library arrangement currently in place. The McCook Library is part of the Metropolitan Library system.

Diane Gromley-Barnes would like encourage the Board to take additional steps before making a decision on the vote to sell the property. Many new families have moved to Indian Head Park since the referendum and would advise the Board to convene a committee to look at all aspects of the Heritage Center before making a decision.

Motion To Approve Resolution R5-17-01 A Resolution Amending The Agreement Between The Village Of Indian Head Park And Seaspar

Moved by Trustee O’Laughlin, seconded by Trustee Lopez. There will be a movie and BBQ on July 22nd. More details to come. Motion carried by roll call vote (4-0-0). Motion carried by roll call vote (4-0-0). Trustees Metz, O’Laughlin, Lopez and Wittenberg voted yes. Trustees Farrell-Mayer and Mann absent. Mayor Hinshaw absent.

Motion To Direct Staff To Notify Constellation That The Village Of Indian Head Park Will Not Be Renewing Its Electrical Aggregation Agreement. Moved by Trustee Metz , seconded by Trustee O’Laughlin. This is formal notice to inform Constellation that residents will be choosing their own electricity. Information was published in the most recent edition of the Smoke Signals. A phone call is all it takes and there is no exit fee. If you do not call, you will continue service with Constellation. Motion carried by roll call vote (4-0-0) Trustees Metz, O’Laughlin, Lopez and Wittenberg voted yes. Trustees Farrell-Mayer and Mann absent. Mayor Hinshaw absent.

Presentation Of New Village Website - Trustee Lopez

Mayor Pro Tem Wittenberg thanked all involved in their efforts getting the Village’s new website up and running. A special thank you to Trustee Lopez for taking on the website project. It has been about 18 months since the project began and, today the new website has been officially launched and is live.

Trustee Lopez walked the audience through the new website explaining how and where to find information. The website is very easy to navigate and find information.

On behalf of the Village of Indian Head Park, thank you to Trustee Lopez for all you have done for the Village during the time you have served as Trustee. We look forward to your continued involvement with the Village.

Trustee O’Laughlin – Parks & Recreation/Finance/Police/911 - Looking for volunteers for the landscaping and fun committees. If you are interested please send an email

Trustee Wittenberg - Police Department/911//Economic Development/Planning & Zoning - We are looking to establish a business association in Indian Head Park. The owner of Switch 66 has offered to co-lead the business association. We are in the process of contacting all the business owners.

Trustee Metz – Finance/Economic Development/Public Works – No Report.

Attorney Report: Patrick Brankin - No Report.

ADMINISTRATOR’S REPORT: John DuRocher - Sikich has begun its work on the Annual Audit. It is an ongoing process and field work has begun. The Report should be complete by September/October.

Staff Reports:

Ed Santen Public Works – No Report.

Robert Cervenka Chief of Police – During the month of April, there was an auto theft in the area of Flagg Creek, 1 burglary of a motor vehicle and 2 criminal trespass to vehicles. Reported was a group of juveniles who came into the area in a stolen vehicle parked the vehicle in Flagg Creek and walked onto Indianwood where they were able to get into a car and stole the car. The department had 1,911 calls for service; non-initiated 157; officer initiated 1,754; premise checks, 1,451 and 55 community contacts. 1,987.75 straight time hours and overtime 125.50 hours; traffic citations 273 state violation, 38 ordinance violations and, 20 warning tickets. Officers Karmia, DiStefano and Kurinec on the 3rd watch afternoons wrote of a total of 375 tickets which is unprecedented for the Village. Great work!

Training for the month was on use of force; stopping drivers to prevent escape, pointing firearms at a suspect; and, arrest prompt judicial determination
