Moment Of Silence

Mrs. McKelvy asked for those present to stand for a moment of silence.

Pledge Of Allegiance

Mrs. McKelvy led those present in the pledge of allegiance.

It was moved by Mr. Cross and seconded by Mr. Adams to amend the agenda to recognize the students that were present. Approved via voice vote 7 ayes- 0 nays.

Staff And Student Recognition

Dr. Hardy recognized the athletic achievement of the Lady Pirates basketball team and their undefeated conference record of 12 wins and 0 losses. He recognized Daja Beavers, Daliyah Brown, Keyra Calhoun, Jaliyah Davis, Karen Dorsey, Sommer Frierson, Dadrianna Gibson, Caprice Hairston, Chantel Hairston, Kendra Hatley, Essense Jacob, Kolbi Powell, Kyla Richardson, Keimari Rimmer, and Nachelle Rouse. He also recognized the coaches: Ezra PridGeon, Chip Carswell, Noelle Robinson, Dan Durham and LaToya Thomas.

Executive Session

It was moved by Mr. Cross, seconded by Mrs. Medina, that the Board of Education of Proviso Township High Schools District 209 retire to Executive Session at approximately 8:54 p.m. for the purpose of discussing items as listed on the agenda.

The appointment, employments, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. 5 ILCS 120/2(c)(1). Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees 5 ILCS 120/2(c) (2). Litigation, when an action against, affecting or on behalf of the particular public body has been filled and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. 5 ILCS 120/2(c) (11). Discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for the purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. 5 ILCS 120/20c) (21).

Motion PasseoStaff And Student Recognition

Dr. Hardy recognized the Proviso East Art students that participated in the Triton College High School Art Competition: Gerrund Caffie, Emmy Carpena, Jaconte Dunbar, Keisha Hood, Celeste Loya, Nayelli Mendoza-Palomares, Andy Miranda, Cynthia Perra, Jayla Reed, Isabel Saucendo, Kurt Sturghill, Leila Telez, Gregorio Velazquez, Zahony Werdin, Dominque Wallace, Kiana Walker, Chasity Williams and Daria Martinez. He also recognized the art students that had their work displayed during the Loyola Stritch School of Medicine "Black History Month Show" Laura Avila, Brian Barraza, Gerrund Caffie, Jaylan Crout, LaDashia Fields, Kennedy Jackson, Nya Mitchell, Malcome Ross, Gregorio Velazquez and Kiana Walker. He also recognized the art teachers that were instrumental in preparing the students for the art show: Allison Hardiman, Daphne Hill, Felicity Rich and Marcia LaPorte.

President's Report

Mrs. McKelvy highlighted the Black History month activities that occurred throughout the District, such as the assemblies, the senior citizen event and walking museum. Mrs. McKelvy also congratulated the athletic achievement by cheerleaders, track teams and girls basketball at Proviso East and Proviso West. Mr. Cross also wanted to congratulate the Proviso West band for their performance during Black History month.

Superintendent's Report

Dr. Rodriguez introduced the alternative programing options strategic initiative that will be presented tonight. Dr. Rodriguez presented the strategic Board goals that are aligned with the Board goals: enhance academic achievement, ensure effective and efficient operations and empower students, families and communities. Dr. Rodriguez addressed how we need to align the standard of care where the students are attaining credits and closing the achievement gap. Dr. Howard stated that expanding the alternative programing experience at Proviso would help enhance our graduation rate and provide a pathway for the students to get the social emotional support they need along with the academic support to get them back on path to graduate. Dr. Rodriguez reiterated that the program is focused and measurable and assigned to the strategic objectives. Mr. Johnson discussed the credit deficiencies in the District and the research behind the alternative school options available to help students attain credits. Mr. Johnson stated the District's proposal is to expand the DREAM program to begin personalized learning centers which will be staffed with advocates from West 40 Service Center to support the students to assist the students in attaining deficient credits. The District would also be able to provide the "senior plus" program, supported by West 40, which would allow the fifth year seniors to attain the small amount of credits they are deficient. Mr. Johnson and Dr. Rodriguez answered questions from the Board regarding the cost of the program and the capacity of students the program would be able to service. Mr. Johnson detailed the upcoming timeline for expanding the alternative programs. During discussion the Board determined that the District should move forward with expanding the alternative programs.

Dr. Howard also presented an information item on the implementation of an assessment management system. She stated that the District will be hosting meetings with vendors regarding a universal screener so that teachers and staff can have real time data to monitor the progress of their students. She also stated that the universal screener would be able to determine the next steps for instruction and teacher development. There will bean RFP posted for vendors. Dr. Howard answered questions from the Board regarding the assessment management system.

Dr. Echols and Mrs. Avant-Bey presented information on the implementation of a Districtwide data warehouse system. Mrs. Avant-Bey stated this system will consolidate several data sources into one place. The data warehouse will provide real time access to the student data. Mrs. Avant-Bey answered questions from the Board regarding the technical specifics of the data warehouse system. Mrs. Avant-Bey presented information regarding the infrastructure upgrade and providing devices to certified staff and administrative support. Mrs. Avant-Bey stated that the infrastructure at PMSA would be upgraded first because summer school will be hosted there.

Mr. Drafall presented the Financial Report and answered questions from the Board regarding the status of several grants. Mr. Drafal and Scott Hendrickson (Proviso Teacher's Union) presented the recommendations from the benefits committee regarding staff insurance plans for the upcoming year. Mr. Drafall also presented information regarding the Proviso West Holiday Tournament and the process for the food service bid.

Mr. Cross read the Freedom of Information Act (F.O.I.A) into the record.
