Here is the minutes provided by the Board:

Call to Order:

The meeting was called to Order at 7:05PM and present/responding to roll call were Trustees Calcagno, Celestino, Reda, Steker, Yurkovich and President Pulia. Trustee Perry was absent. Also present were Village Clerk Miller, Village Manager Matthys, and Attorney Durkin.

Public Hearing Call to Order 7:07:

A. Annual Budget for the Fiscal Year Beginning May 1, 2017 and Ending April 30, 2018. Vaughn Kerschner/Waste Management was in the audience. No residents were in attendance. The Clerk has not received any Written comments or questions from residents regarding the budget. Notice of the hearing was published in the Suburban Life Newspaper, within the timeline for providing notice. President Pulia closed the meeting at 7:08 pm.

Presentation:

A. Arbor Day Proclamation-President Pulia read a proclamation proclaiming April 28, 2017 as Arbor Day in the Village of Westchester and urge all citizens to celebrate Arbor Day and to support the efforts to protect Our trees and WOOdlands. He urges all citizens to plant and care for trees to gladden the heart and promote the well-being of this and future generations.

Consent agenda:

Consent items were reviewed by President Pulia for the Open Meetings Act. Items 7.B (Approval of Minutes. i. Minutes of the March 28, 2017 Committee of the Whole Meeting, ii. Minutes of the March 28, 2017 Village Board, iii. Minutes of the April 11, 2017 Village Board Meeting, iv. Minutes of the April 11, 2017 Committee of the Whole Meeting, v. Minutes of the April 11, 2017 Executive Session) were pulled per the request of Clerk Miller. President Pulia requested that 7.E. (An Ordinance Approving and Adopting the Annual Budget for the Fiscal Year Beginning May 1, 2017 and Ending April 30, 2017 in the Village of Westchester be pulled for further discussion.

Trustee Reda made a motion seconded by Trustee Yurkovich for approval of items (7.A. Approval of the Record of Bills ending 04-12-17 in the amount not to exceed $345,036.60), 7.0. (A Motion to Cancel the April 25, 2017 Village Board and Committee of the Whole Meetings), 7.D. (An Ordinance Amending Title 18, Entitled "Zoning", of the Westchester Municipal Code). On the roll call vote, the motion to approve item (7A, 7.C and 7.D) passed, Aye (6).

Trustee Celestino made a motion, seconded by Trustee Reda for discussion/approve item 7.E. (An Ordinance Approving and Adopting the Annual Budget for the Fiscal Year Beginning May 1, 2017 and Ending April 30, 2018 in the Village of Westchester. There was discussion of all the departments, some adjustments were made. Monies ($3925), was remove from West Cook Solid Waste and moved to the Personnel account fund. On the roll call vote, the motion to approve item (7.E) passed, Aye (6). Attorney Durkin will file the Budget with the County Clerk.

8. Active Agenda

A. (An Ordinance Authorizing the Execution of a Contract for Renewal with Waste Management for Refuse Services).

After discussion, Trustee Yurkovich made a motion, seconded by Trustee Reda for approval of item 8.A. On the roll call vote, the motion to approve Item (8,A) passed, Aye (6). It was also noted by President Pulia that the savings was below the Villages' current rate.

B. (A Motion to Receive and File the Board of Fire and Police Commissioner's Annual Report).

A motion was made by Trustee Steker and seconded by Trustee Yurkovich to Waive the COW for 8.B. On the roll call vote, the motion to Waive the COW passed, Aye (6). Trustee Steker made a motion, seconded by Trustee Yurkovich to approve item 8.B. The motion for approval of item (8.B) Was by acclamation.

Manger's Report:

Manager Matthys wanted to acknowledge the skills, professionalism and contributions of Financial Director Chris Webber as 4/21/17 is his last day with the Village. He will be missed.

Board Member Reports and New Business:

Trustee Perry - The EDC in still in the transition of getting new members.

Trustee Steker - None

Trustee Reda - None

Trustee Celestino - Thank you to the Board and Mr. Lewis for their assistance with the Environmental Sustainability Committee's Storm & Water Public Awareness meeting held 4/19 at the Westchester Middle School. It was well attended. Mick Cosby was one of the presenters from MWRD. The next Recycling event will be held 5/13.

Trustee Calcagno - None

Trustee Yurkovich-The annual "Get Out to Play Date" is scheduled for Saturday, June 17th, at St. Joe's.

Deputy Chief StelzerlPD - There is a Police Officer testing new eligibility list available. Testing will be conducted next weekend. Then testing for Sergeants will be held. The IL Chiefs Conference is in progress and ends 4/21. Chief Stelzer will be installed as 2nd Vice President of IL Chiefs during tomorrow's banquet Ceremony. The Cop on a Rooftop/Dunkin Dounuts is scheduled for May 19th. Come out and support Special Olympics

Capt. George Taylor/FD-Chief Adams was unable to attend today's meeting due to a family emergence

Greg Hribal-IT Director -1)4/29 is the DEA's National Drug take back day. disposal site will be downtown, satellite sites have been closed but the program will Continue, 2) Debt recovery program-People who have filed tax returns should be registering through the Villages system by 4130. He is excited that of the 900 people that have had funds remitted to our system only 5 have protested.

Robert Lewis/PWDirector - 1) Bids for Mayfair pump station will be put out next week, and will be brought before the Board in May for bid approval, 2) The salt storage bins have been extended. Tarps will need to be purchased for the additional bin.

Manager Matthys noted that Saturday, 4/24 is the annual Spring Clean-up Day, 9:00-11:30 AM. There are approximately 75 volunteers.

Per Trustee Yurkovich, the Baseball Parade will be held this Weekend, 10:00AM, starting from the Community Center to Westchester Middle school.

President Pulia - 1) Attorney Durkin was asked to follow-up on the Red Light Speed Statute, 2) Charging for the engines to go on calls/runs. The billing agency noted they are following the State Law 1165, which allows for $125 per hour but there has to be a determination of fault by OSHA and |L Dept of Labor. The Villages ordinance from 1991 states that $250 can be charged for the assistance of a fire company engine, but he is not clear as to who gets billed and would like clarification, 3) President Pulia received fan email from a resident in need of a sprinkler system but was requesting a 1 year extension to determine if the business Would fill in their basement or sell the building. The business Currently does not have an alarm or sprinkler system, (if square footage over 5,000 ft. both would be required). Issue should have been addressed in 2004, 2014-2015. Aug 2014 Ordinance Would have been applicable. Businesses should have either an alarm system or sprinkler, Staff is Willing to Consider an extension if plans have been submitted in order to comply,

With no further business to discuss, Trustee Redamotioned to adjourn. The motion was seconded by Trustee Calcagno. The meeting was adjourned at 9:00 pm. The motion was passed by acclamation.
