Forest Park applies for transportation grant

The Forest Park Village Council met June 13 to apply for a state transportation grant.

Here are the meeting's minutes, as provided by the council:

The village council meets at 7 p.m. on the second and fourth Monday of each month in the Council Chambers on the lower level of Village Hall.

THE REGULAR MEETING OF THE COUNCIL OF THE VILLAGE OF FOREST PARK, COOK COUNTY, ILLINOIS HELD ON MONDAY EVENING JUNE 13, 2016

Mayor Calderone led all assembled in the Pledge of Allegiance at 7:00 p.m.

ROLL CALL

Commissioners Byrnes, Mannix, Novak and Mayor Calderone answered the Roll Call. Commissioner Entler was not in attendance. Also in attendance was Melissa Wolf, who was filling in for Village Attorney, Nicholas Peppers. All those in attendance paused for a moment of silence regarding the horrific event that took place in Orlando.

APPROVAL OF THE MINUTES OF PREVIOUS MEETINGS

It was moved by Commissioner Mannix and seconded by Commissioner Byrnes that the minutes from the May 23, 2016, Regular Meeting of the Village Council be approved without reading as each member has received a copy thereof and found same to be correct.

ROLL CALL: AYES: Commissioners Byrnes, Mannix, Novak and Mayor Calderone NAYS: None ABSENT: Commissioner Entler The motion carried.

PUBLIC COMMENT

Ms. Jana Lesniak and Mr. Jeremiah Lesniak spoke in support of keeping backyard chickens. They wondered why keeping chickens is not allowed in Forest Park and noted that chickens eat mosquitos, ticks and fleas, unwanted plants and food waste. Finally they stated that it would be nice to be able to keep chickens in Forest Park. Mayor Calderone advised them that if they are interested in asking the Village Council to change the laws, they should send a letter or email message to the mayor, then the Village Council could consider their request.

Mr. Steve Knysch, President of Forest Park Kiwanis Club, expressed his gratitude to the Village of Forest Park, the Commissioners for allowing the event, the Police, Fire and Public Works departments as well as Commissioners Mannix and Byrnes for volunteering at their Soap Box Derby.

Mr. Phillip Puleo expressed his frustration with the conditions at 906 Ferdinand, a neighboring property of his. In his opinion, this property is a blight and a nuisance to the neighborhood. There appears to be criminal activity and he is concerned for his safety and the neighborhood home values. Mayor Calderone assured Mr. Puleo that village staff would look into the conditions and activities there and will contact him for follow up.

COMMUNICATIONS:

Ms. Sara Davis of Children’s Dentistry wrote to advise that they are organizing a community clean-up day for Forest Park, to give back to the community. They will involve as many members of the community as possible and are planning to do this on July 9th from 10 a.m. to noon.

DEPARTMENT REPORTS:

The Police Department submitted their March/April report.

APPROVAL OF BILLS:

It was moved by Commissioner Mannix and seconded by Commissioner Byrnes that the Resolution for the payment of bills be adopted. The Commissioner of Accounts and Finance has reviewed the bills as applicable to each department and found the aggregate amounts to be correct and recommends payment when funds are available. The bills totaled $539,522.10.

NEW BUSINESS:

It was moved by Commissioner Mannix and seconded by Commissioner Byrnes that the Resolution approving and authorizing the execution of an application for an Illinois Transportation Enhancement Program (“ITEP”) Grant for the Forest Park Bicycle Shelters Project be adopted.

R-32-16 RESOLUTION APPROVING BILLS IN THE AMOUNT OF $539,522.10 APPROVED

R-33-16 RESOLUTION FOR ITEP GRANT APPLICATION FOR BICYCLE SHELTERS APPROVED

It was moved by Commissioner Mannix and seconded by Commissioner Novak that the Resolution approving the specifications and authorizing the advertising of bids for the Village of Forest Park Dunlop/Beloit Avenues Resurfacing Project be adopted.

It was moved by Commissioner Mannix and seconded by Commissioner Novak that the Resolution for Improvement by Municipality under the Illinois Highway Code regarding the Village of Forest Park Dunlop/Beloit Avenues Resurfacing Project be adopted.

ROLL CALL: AYES: Commissioners Byrnes, Mannix, Novak and Mayor Calderone NAYS: None ABSENT: Commissioner Entler The motion carried.

It was moved by Commissioner Mannix and seconded by Commissioner Novak that the Resolution authorizing the Award of the Contract for the 2016 Alley Improvement Program for the Village of Forest Park be adopted.

It was moved by Commissioner Mannix and seconded by Commissioner Novak to direct the Safety and Traffic Commission to investigate motor vehicle safety concerns at the intersection of Beloit and Fillmore, submitted by Mr. Rory Hoskins.

R-34-16 RESOLUTION APPROVING SPECIFICATIONS FOR DUNLOP/BELOIT RESURFACING PROJECT APPROVED

R-36-16 RESOLUTION AUTHORIZING AWARD OF 2016 ALLEY IMPROVEMENT PROJECT CONTRACT TO J. NARDULLI CONCRETE APPROVED

MOTION TO REFER TRAFFIC SAFETY CONCERN TO TRAFFIC AND SAFETY COMMISSION APPROVED

O-10-16 It was moved by Commissioner Mannix and seconded by Commissioner Novak that the Ordinance providing for the ANNUAL PREVAILING declaration of the General Prevailing Rate of hourly wages for WAGE ORDINANCE the year 2016 to be paid to laborers, mechanics and other

APPROVED workers performing construction of public works within the Village of Forest Park, Cook County, Illinois be adopted.

It was moved by Commissioner Mannix and seconded by MOTION APPROVING Commissioner Byrnes to approve the request from the BANNER REQUEST FROM Parenthesis Family Center to display banners promoting its PARENTHESIS FAMILY Fall Kids Clothes and Gear Consignment Sale, being held on September 23 and 24, 2016 at St. John Lutheran Church.

COMMISSIONER’S REPORTS:

Commissioner Mannix advised that he has had several meetings about chickens and is in the process of investigating and researching the issue.

Commissioner Novak requested an update on the referral to the Safety and Traffic Commission regarding Adams and Circle. We are waiting for a written recommendation from the Commission.

Mayor Calderone advised that on Saturday, June 18t5h the Park District of Forest Park is celebrating the 20th anniversary of the Aquatic Center from 2-10 p.m. There will be entertainment by the Redmonds from 6-8:00 and the first 300 people will be given free hot dogs at 4:00. Further, on Sunday, the 19th, there will be the 8th Annual Juneteenth Celebration at the pool from 8:15 p.m. to 11:15 p.m. Families and individuals are all welcome.

ADJOURNMENT

There being no further business to be addressed, Commissioner Mannix moved and Commissioner Byrnes seconded to adjourn into closed session for deliberations concerning salary schedules for one or more classes of municipal employees; to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees; to discuss collective negotiating matters between public employers and their employees or representatives and to discuss pending litigation.
